ITEM / DESCRIPTION / PRESENTER
This was the first meeting of the Project Steering Committee (PSC). First, Kevin St. Jacques gave a presentation on the background of the study, process, and what results the study will produce. Then, there was an open discussion of topics brought up by the PSC. / Kevin
Kevin reviewed the Corridor Study purpose and Jim Reed also added some history of the project.
• Study will focus on improvements to accommodate all transportation types
• Study will produce a list of projects and priorities that will fit character of the area
• Corridor is very visible and could be commercially viable / Kevin
Kevin discussed the Complete Streets approach to the corridor.
• Reviewed what a complete street is – for every type of transportation from active to passive
• Opportunity to see what we can do with sidewalks
• Reviewed benefits of Complete Streets - increasing capacity, stimulating economic growth, and creating a sense of place / Kevin
Kevin discussed planned Analysis and Evaluations
• Reviewed data that is being collected and analyzed
• Using models to see what capacity is needed including one way vs two way
• Dave Morrow mentioned modeling should account for cars utilizing different corridor and changes in transportation types
• Kevin said he understands and that modeling is based on information we have and what we think people will do
•Rock McNair asked why limits don’t go to Lake Shore since it ties into limits so well
• Kevin said this area is being considered but since character is different it will have separate recommendations that will tie into current study area
• Lisa Wilhelmi mentioned that stopping study at Park Lake Drive misses opportunities to serve students that want to walk and bike area. Ashley Thornton agreed that it is important.
• Kevin said that we will include connections to the MCC. / Kevin
Kevin reviewed the planned process for evaluating Character Zones and the creation of Illustrative Designs for areas along the corridor.
He described how we can transition into each zone throughout the corridor in a context sensitive configuration. / Kevin
Kevin described how the project will need to translate the Concepts into a set of Projects and then set priorities for implementation
• Corridor needs will guide the recommendations
• Recommendations will be prioritized by needs and available funding, with community input helping to set priorities / Kevin
Kevin reviewed the Project Schedule of activities including outreach, development of recommendations and next steps.
• Reviewed the Project Workshop, planned for April 3-6, and how workshop would be conducted, including stakeholder meetings, PSC Workshop Meeting, and Public Workshop Meeting
• During the Workshop, the FNI Team working area in the Central Library Large Meeting Room would be open in the afternoons for public to look at development / Kevin
One-Way to Two-Way
• Rock McNair asked if there was any thought to making the corridor 2-way all the way through
  • Chris Evilia and Kevin said that the outreach efforts and meetings will guide those recommendations
  • Dave Morrow mentioned that if Waco continues to grow we need to make areas understandable for visitors, such as converting from 1-way to 2-way

Other City of Waco Projects
• Ashley Thornton asked if future transit and other City plans for traffic and infrastructure are being considered
  • Kevin responded with yes
• Ashley Thornton asked if other improvements within the City will be in competition with these improvements
  • Kevin and Jim Reed said this is important part of the project prioritization and we will engage with City Council to discuss

Transit
• Chris Evilia noted that a consultant has been hired for developing a transit plan that will parallel these recommendations which should include transit
• Currently uses a flagging system that is unreliable and timely, looking to move to a hub system
• MPO will provide information such as employment and housing nodes, mentioned public meeting for this project was next week
  • Will send maps of nodes to TSC

Traffic signals, traffic data
• Dave Morrow asked if traffic signals will be part of the study
  • Kevin responded with yes, signals will be tested to see if they are needed in specific locations
• Dave Morrow mentioned he has seen numerous red lights being ran and accidents that are not on database because no injury was reported
  • Kevin said he would send the accident map to PSC

PSC members indicated a preference not to meet on Wednesday, Chris Evilia mentioned Tuesdays are City Council meeting days / All
