The Epworth City Council met on Tuesday, January 3, 2006 at 7:00 pm. Present: Larry Biermann, Jake Feldmann, Jason Putz, Garry Gansen, Todd M. Kluesner, Mayor Silker.

The Sidewalk Committee (Al Laughlin, Garry Gansen, Ernie Akers and Mary Groth) presented suggestions for revisions to the City Sidewalk Program.

Part I. - Deferment of sidewalks in areas with no curb until the area is paved with curb & gutter, motion by Gansen, second Putz, ayes: (5).

Part II - Deferment of sidewalks at identified industrial-business locations, motion by Putz, second Feldman, ayes (5):

1)north side of 2nd St NW and 2nd St NE

2)north side of East Main at 411 to city east limits.

Adopt Guidelines for Sidewalk Program by Resolution #1-06 (reference sections of Manchester resolution) on motion by Gansen, second Putz; ayes (5). All new construction will be required to install walks or request a review of the deferment guidelines.

Part III - Deferment of Sidewalks pending further area development, motion Feldmann, second Biermann, ayes (5):

1-2) north and south side of W Main from 7th Ave to west city limits

3)west side of Center from 2nd St NW to north end

4)north side of 4th St NE

5)east side of 1st Ave NE from Main St. to north end

6)north side of E Main from Corbett Street to east business area

7)east side of Horsfield Drive - until the area meets the lineal block criteria

8)existing extensions of Oak Forest and Horsfield Drive, south of FawnValley, until new development meets lineal or square block criteria.

Part IV - Deferment of sidewalks pending development to meet guideline criteria (Resolution # 1-06), motion Feldmann, second Kluesner; ayes (5):

1)north side of Baja Drive

2)west side of Crownline-segment north of Baja Drive

3)east side of 3rd Ave NW

4)east side of 2nd Ave NW

5)south side of 1st St NW between 1st2nd Ave NW

Motion by Gansen in favor of installing sidewalks one side only on dead-end streets and cul-de-sacs, second Feldmann; ayes (3) nay: Putz & Kluesner.

Part V – Deferment of sidewalks on one side of dead-end (defined as no alternate outlet) and cul-de-sacs to include circle, motion Feldmann, second Biermann; ayes (3); abstain: Putz, Kluesner:

1)Amanda Drive – defer north side

2)Kellie Ct – defer east side

3)McDermott Ct – defer east side

4)4th Ave Ct – defer west side

5)Seminary Avenue – defer east side

6)Elmwood Ct – defer north to east side

7)Corbett St – defer west side

8)Austin Ct – defer east side

Part VI – Deferment of sidewalks in difficult areas on motion Feldmann, second Gansen; ayes (5):

1)5th Ave across from bus garage (would require wall to support garage).

2)West end of 1st St SW south side (from 5th to Park Ave)

3)Bend section 1st St SW south side (from Seminary Ave to junction at 2nd Ave

4)Inside of 6th7th Ave SW

5)5th Ave from Edwards St to Jacoby Drive

Ordinance on clearing snow from sidewalks to be published in the Voice of Progress.

Council to consider wider walk widths for E Main and Center Avenue segments.

Revised map to be posted reflecting the program revisions adopted here.
