DISCUSSION AND ACTION ITEM:

1. MOTION TO LIMIT PAYMENTS TO THE PHILLIPS AREA CHAMBER OF COMMERCE TO A SHARE OF ROOM TAX COLLECTIONS BASED ON CURRENT FORMULA AND/OR REVISED ROOM TAX ORDINANCE RECOMMENDATION RESULTING IN INCREASED PERCENTAGE OF ROOM TAX.

2. REVIEW PROVISIONS OF SEWER USE ORDINANCE. ESTABLISH POLICIES AND RATES RELATED TO IMPLEMENTATION OF THE ORDINANCE.

3. CONSIDER RECOMMENDATION OF THE GRANTS-AIDS COMMITTEE TO APPLY FOR A BROWNFIELD SITE ASSESSMENT GRANT.

4. CONSIDER REQUEST OF THE CENTRAL PRICE COUNTY AMBULANCE ASSC. TO STORE A TANDEM TRAILER IN THE GARAGE AREA OF THE MUNICIPAL CENTER BUILDING.

COUNCIL PROCEEDINGS

Of the Common Council of the City of Phillips at a special meeting held in the council room on October 7, 2004.

Mayor Boho called the meeting to order at 5:30 PM. Council

members present as listed below.

Clerk-Treasurer Lee V. Lamoreaux

Others present: Paul Melby, Bill West, Dennis Rodewald, Fred Krenzke, Eileen Kronberger, Douglas Rasmussen, Angie Hahn, John Martwick, Mike Henningfeld, Cheryl Steliga, Ira Hartmann, Cindy Chase and John Kaliska.

Mrs. Hahn, representing the Phillips Area Chamber of Commerce, asked council members to continue with the current room tax formula. Mrs. Hahn and other Chamber members will be contacting officials in surrounding townships to encourage adoption of room tax ordinances that would assist financially Chamber efforts to attract tourism and other businesses to the Phillips area.

Motion by Mr. Chrouser, seconded by Mr. Presley to uphold the current formula of room tax collections as reflected in Chapter 3.10, Room Tax, Municipal Code. Carried.

Mr. West, Blue Iris Environmental, briefed council members on the need to establish policies and rates pertaining to implementationof the sewer use ordinance, Chapter 13, Municipal Utilities, Municipal Code. Mr. West recommended, $10.00 surcharge be applied to a user/users whose discharge exceeds that which has a waste strength above that normally classified as domestic wastewater.

Mr. Martwick, Water-Sewer Utility, stated that collection of samples to determine amounts of substance inflow can be accomplished through the use of a automatic sampler, said equipment costing in the range of $6,000. Another option of sampling could be done by Mr. West, Blue Iris Environmental.

Motion by Mrs. Wenzel, seconded by Mr. Presley setting a surcharge fee of $10.00 per lb. per day to a user/users whose discharge of phosphorus exceeds that which has a waste strength above that normally classified as domestic wastewater. Alderpersons voting aye:

Mr. Kempkes, Mrs. Wenzel and Mr. Presley. Alderpersons abstaining: Mr. Chrouser and Mrs. Johnson. Carried.

Motion by Mr. Chrouser, seconded by Mrs. Wenzel instructing the Board of Public Works to establish policies, procedures, and fine procedures pertaining to implementation of the sewer use ordinance. Alderpersons voting aye: Mr. Chrouser, Mr. Kempkes, Mrs. Johnson, Mrs. Wenzel and Mr. Presley. Alderpersons voting nay: None. Carried.

Motion by Mrs. Wenzel, seconded by Mr. Presley to apply for a Brownfield Site Assessment Grant, as recommended by the Grants-Aids Committee. Carried.

Motion by Mrs. Wenzel, seconded by Mr. Chrouser adjourn. Carried.
