The Chairman, Councillor Angela OWEN, opened the meeting with prayer and acknowledged the traditional custodians, and then proceeded with the business set out in the Agenda.

MOTION OF APPRECIATION:

The Right Honourable the LORD MAYOR, Councillor Graham QUIRK moved, seconded by Councillor PeterCUMMING, the following motion of appreciation

“That as this is the last Council meeting of the year, Council notes and acknowledges the hard work and dedication of Council officers and the contribution they have made during 2017 to help make Brisbane a better place to live, work and play.”

Chairman:LORD MAYOR.

LORD MAYOR:Thanks very much, Madam Chairman. The motto, if you like, of this organisation is ‘Dedicated to a better Brisbane’. Each and every day as I move around this Council organisation, I see the living examples of people who are within their own fields of work, from management right through, MadamChairman, to those workers out there in the field, or on buses, or all the other aspects of this Council’s operations. I see them living out that motto of being ‘Dedicated to a better Brisbane’.

At this time of year, I want to express my sincere thanks as Lord Mayor of the city for all of the hard work put in by our staff. Madam Chairman, this is the front line. Local government, they say, is the government closest to the people, and it’s not just a saying; it’s a reality. Each and every day our officers out there often face some hostilities, but I know also, Madam Chairman, that they face also many complimentary remarks. I know again, as I move around the city, that people are very, very grateful for the efforts that are put in by Council officers in their day-to-day work to make this city of ours, in which we all live and all enjoy, the best place that it can possibly be. They take a pride in their work.

At this time of Christmas, we extend our very, very sincere thanks and appreciation, from white collar workforce to blue collar workforce; to the various trades and disciplines and skill sets that people have within this place. Madam Chairman, I sometimes in the busyness of the last Council meeting of the year I forget to do it, and it’s never intentional, and I’m going to do it right here and upfront today, and that is to thank the Clerks that work with us every week as well.

LORD MAYOR:We’re very grateful for the fact that you have to sit here often for long hours, so thank you; I do that now as I say in case it slips my mind later as we get into the business of Council.

But to all of our Council staff, I just say a very, very merry Christmas. I trust that it will be a happy time for everybody, that you will get some time—obviously we will have staff who will work through Christmas, and we say to those people: thank you very, very much for keeping this city moving during that period of time where a lot of us are off having a quiet time with our family and friends. So we say a special thank you to you for the job you do in keeping the city active and moving. So ladies and gentlemen, as Councillors, we simply wish our officers of Council across all sectors a merry Christmas and all the very, very best for a happy, healthy and successful 2018 ahead.

Councillor CUMMING.

Councillor CUMMING:Yes, thank you, Madam Chairman. I’d also like to thank the staff for all their efforts at all levels. Council is a hard-working organisation, and recently I had the pleasure of attending the apprenticeship awards at Council, and I was very impressed by the ability and the achievements of those who received awards, Madam Chairman. I think Brisbane City Council remains a good employer and their workers generally love working for it, Madam Chairman.

We have differences with the Administration from time to time on the way Council operates, but we don’t blame the workers; we blame the Administration, Madam Chair. I’d like to thank also the staff that work around the Chamber—the Clerks, also the ever-helpful Billy Peers, the kitchen staff and Ed who’s always very handy for extra curricula activities on his expertise on IT, MadamChairman. Also, to the organisation as a whole, I wish all the staff a merry Christmas, a great time over the festive period; have a good break if they are on holidays, but also we think of those who are keeping the Council open and operating over the Christmas period as well. So thanks very much to everyone for what you’ve achieved in 2017, and we look forward to seeing you all back here again next year.

Councillor ALLAN.

Councillor ALLAN:Thank you, Madam Chairman. I rise today to speak in support of this motion and acknowledge the outstanding work of the officers of the Brisbane City Council and, in particular, those in the north region. Without their dedicated support, valuable counsel and positive attitude, we would not be able to support our local communities. The outstanding support we receive runs down from the CEO’s office through the divisional heads and across the wider organisation.

Madam Chairman, as all Councillors in this place and our ward staff know, we are incredibly reliant on, and deeply grateful for, the support that is provided by Council officers. We have an enormous range of requests and resident demands that we seek assistance with. Officers are highly responsive, committed and knowledgeable. A number of these roles, such as those within Compliance, are highly challenging and can place officers in stressful situations, and we appreciate their resilience in these circumstances.

We have dealings with a wide range of Council officers in the north region, from varied Council departments and business units, including our good friends Rudy, Bob, Ricky and Alan in Field Services; Ted, Karen and Steve in Parks; the two Grahams, Rohan and Sherill from the Arborist Team; Joe, Phil, Debraand a large group of planners in Development Services; Steve, Aaron, Tyler and Lawson in CARS (Compliance an Regulatory Services); Beau and Nic in the SCMT (Suburban Construction Management Team); Meaghan, Cinnamon, Kyron and Elitha in Connected Communities; Chris, James, Deb, Kiran and Michael in TPS (Transport, Planning and Strategy); Lea in Active School Travel; Darren and Emily in Councillor Support; and, of course, Ed and Billy in IT Support.

The list goes on. I do appreciate that I will have missed some names there, but they do a fantastic job. I’d like to especially mention the team from CPO (City Projects Office) who have worked closely with ward offices and residents on a number of key projects on the northside, so special thanks to Graham, Samson, Anthony, Kate and the whole team. In many cases we have formed close working relationships, and indeed, friendships with many of the officers in these departments.

I would also like to acknowledge all the ward staff who work extremely hard, often under stressful conditions, but do so with a smile and a strong commitment to serve our communities. It would also be remiss of me not to sneak in a very special thank you to the Northgate Ward staff, Liisa and Donna, who are amazing and regularly go above and beyond the call of duty. I would also like to thank the Council Clerks who support the smooth running of the Committees and Council meetings. There is a lot that goes on behind the scenes, and a very tight deadline to meet. You do this professionally and with a smile, and we thank you for that.

In conclusion, all Council officers can be truly proud of their contributions and achievements in 2017. Every day they evidence that they are, as the Council tagline says and as the LORD MAYOR mentioned, ‘Dedicated to a better Brisbane’. We wish them all a merry and enjoyable Christmas, and a happy New Year. We look forward to working with them in 2018 to keep Brisbane on the right track. Thank you, Madam Chairman.

Councillor CASSIDY.

Councillor CASSIDY:Thanks very much, Madam Chair. I just rise to support this motion as well, and I think reiterate mostly what Councillor ALLAN has just said. It’s a bit of a northside love-in, but the officers that make us look good as Councillors, particularly on the northside. As my exposure as a Councillor for Deagon Ward, I’d like to put on record my appreciation for those officers that my office works most closely with in FELO (Festivals and Events Liaison Office), Glen, Mark, Roddy and Nick. TPS—we’re losing Kiran and Rajiv over to the southside, but we’re gaining two very capable officers, Taelor and Simon, and also the other people in planning in TPS, James, Deb, Charlie; Asset Services, who carry out a lot of that on-the-ground work for us—Rudy, Alan, Wayne, Peter and Dylan; and of course our Arboriculture Team, the two Grahams as Councillor ALLAN said earlier, Joe, Mick, Sherill, Gawain and Rohan there.

The natural environment areas, we’re blessed in the Deagon Ward to have so many natural environment areas, Deagon and Brighton Wetlands and Boondall Wetlands, so Habitat Brisbane officers who work with our community organisations, Jenny Leask and Fleur Sanderson, and two Pauls—Paul Galea, Paul Sanderson in NEWS (Natural Environment, Water and Sustainability) branch and Clare Rogers, and our Parks—the people who make our parks look so fantastic, and they’re certainly very well used—Ted, Steve, Rebecca and Chris, and of course Luke Riley who oversees that process and works very closely with my ward office.

Community Halls—the Sandgate Town Hall is right there at the Deagon Ward office, so to Gloria, Wilson, Rachel, Gemma, Yvonne—thank you for all that you do there. And Community Facilities team, Cinnamon, who looks after a lot of hours and Sally, who’s new to the team and is doing great work there, to the IT guys: Billy, Aaron, Ed and James; CARS—there’s way too many of those to mention, but the people who drive that—no pun intended there—Steve and Jason, and our Mosquito Management Team as well. I know we do have disagreements around levels of funding, but for what they get, they do a fantastic job. Mike Muller, who’s now retired, of course, Martin and Darren in that area there.

I’d also like to place on record thanks to my ward office staff Jen, Amanda and Georgia; to the attendants here in City Hall, the Committee Clerks and the building security that keep us safe when we’re up there in our boisterous Committee meetings; the CEO’s office—Pip Hold and the team there, Allyson now retired, and now Emily who’s looking after us for a little while longer, and Darren, I would like to thank them for the support that keeps our ward offices ticking, the frontline, I suppose, of our interface with the public. I wish everyone a safe and merry Christmas and a very happy New Year.

Councillor RICHARDS:Thank you, Madam Chairman. I rise to speak on this motion. It is an honour, indeed, to stand and acknowledge on behalf of the other western ward Councillors—those being Councillor Julian SIMMONDS, Councillor MatthewBOURKE, Councillor Steven TOOMEY and Council AndrewWINES—our appreciation of Brisbane City Council officers of the western region of Brisbane. Although we western suburbs Councillors are often in the public spotlight, more often the public do put us on the spot. This is where you, our Council officers of the west, enter the fray and help us respond to the demands of our wards’ residents in the wild west of Brisbane.

As Councillors we perform a dual role: we represent the people to Council and we represent Council to the people. Therein lies the paradox of public office. The assertions we make to the public on behalf of Council and the advocacy we perform on behalf of our constituents are two delicately balanced roles, both leveraging from a stake in the ground which is at the core of every decision we make in our dedication to achieving a better Brisbane.

That stake in the ground is you, the many Council officers of the west. Your commitment, experience, expertise, pride in the brand of Brisbane City Council, and collaborative approach to all that you do, is what we the Councillors rely on and truly appreciate. What we say to our residents, whatever explanations we give them, are meaningless without being backed up with action. Hence the importance of accurately representing their concerns to all of you, our western Council officers.
