Organization Overview

World Renew, an agency of the Christian Reformed Church in North America (CRCNA), is a non-profit, international development and disaster response organization with home offices in Ontario (Canada) and Michigan (USA).

The World Renew West Africa Ministry Team (WAMT) does not have an office in Sierra Leone. Staff based in other West African countries have managed the partnership with the Sierra Leonean NGO, Christian Extension Services (CES). The WAMT Team Leader has been managing the budgets, financial reports, proposal writing, annual partnership agreement (MoU) and reports to donors, as well as cash flow management for transfers to CES. Some other CES partnership tasks such as site visits, staff work plans, board development, coaching have been managed by a regional consultant.

Key Consultancy Objective

World Renew seeks to engage an independent consultant to provide expertise in grant(s) management, inclusive of both financial and program management components.

Consultancy Requirements

The independent consultant will possess expertise in grant management, proposal writing, program monitoring, accounting procedures such as bookkeeping, budget preparation and financial reports as well as understanding of community development principles and cross-cultural familiarity. The consultant must provide his/her own computer equipment and software such as Microsoft Office and/or Google Suite among others, and communications equipment including but not limited to telephone, Skype, internet access, e-mail account.

Grants Management Independent Consultant in Sierra Leone

Background

Since 2002 World Renew has been in partnership with a Sierra Leonean NGO Christian Extension Services (CES) which was nationalized at that time from the operations of Christian Reformed World Missions and World Renew. In 2012 the governance of CES became a branch of the Christian Reformed Church of Sierra Leone (CRCSL).

CES is an organization that excels in accomplishing quality work in communities with evidence of impact. CES had multiple external donors, a large staff and an annual budget of over 100k in the five years after the war, but after 2008 World Renew has been their only donor and their budget has since contracted. CES currently relies on World Renew funding for its organizational existence. In October of 2016, after an organization evaluation, a restructuring occurred.

Objective of Consultancy

The main objective of the consultancy is for an expert to lend his or her expertise to administer the World Renew grant to CES including the financial and program components.

Timeline

This consultancy is slated to commence July 1, 2017. The anticipated hours of the consultancy are 1035 hours for a period of 12 months. It will include approximately 9 weeks of travel to Sierra Leone divided into either three or four trips. When not traveling, the consultant will provide consultancy expertise remotely.

Credentials/Expertise

·  Expertise in grant management, proposal writing, and program monitoring

·  Understanding of community development principles (e.g. assets-based, participatory, sustainable and integral mission)

·  Demonstrated cross-cultural experience

·  Knowledge of basic bookkeeping and accounting procedures

·  Expertise preparing budgets and financial reports and analysis
