Terms of Reference: Consultancy for ‘Climate Change Adaptation in Coastal Areas of Pakistan, Exit Strategy for Farmers’

1. Introduction

This consultancy is part of the “Building Capacity on Climate Change Adaptation in Coastal Areas of Pakistan” project (CCAP) financially supported by the European Union under the ENRTP budget line.

2. Background

In January 2011, WWF Pakistan started a five year project with funds from the European Union's ‘Environment and Natural Resource Thematic Programme’ budget line (ENRTP). The project title is “Building Capacity on Climate Change Adaptation in Coastal Areas of Pakistan” project (CCAP).

The overall project objective is that: “By 2025, coastal areas in Pakistan and neighbouring regions have climate resilient ecosystems to support the livelihoods/lives of coastal communities.” Whereas the specific objective for the 5 year period (2011-2015) of the project is that: “By 2015, government and community climate adaptation capacity is increased and water governance strengthened, to improve climate resilience of Indus Delta ecosystem processes on which coastal communities depend, supported by regional and transboundary cooperation on adaptation in river deltas.”

The 5 year CCAP project will end in 2 months’ time and while exit strategies have been prepared for components such as out-scaling or alignment of stakeholders, a strategy for farmers is required. The need is underlined by 2 factors:

  1. Fishers will to an extent continue interacting with WWF’s Marine program up to 2017.
  2. There is urgency in following up CCAP/IDRC’s climate field schools initiative.

3. The Task

The present consultancy will focus on a specific aspect of farmer’s ecosystem based adaptation as yet not taken forward by IDRC/CCAP namely links between market segments in national/global textiles production chains, on the one hand, and cotton farmers supplying bales of raw cotton, on the other hand.

To this end the consultant will provide a 10-12 page strategy note covering the following ground:

-Steps linking farmers to the very first segment in textiles production only – the ginning units who procure cotton (Examples of steps include recommendations on whether producers associations are better suited than CBOs to approach ginner units)

-A list of steps selected from among wider a list.

4. Requirements for experience and qualifications

minimum Requirements

The successful consultant/contractor will meet the following minimum requirements:

  • Education: Minimum MSC in Natural Sciences
  • Past experience:

-Worked on a number of projects concerning global warming, climate change adaptations and strategic planning.

-Developed strategies

-Authored various publications relating to any sector in the context of environment

Competencies

  • Demonstrates openness to change and ability to manage complexities;
  • Demonstrates ability of analytical work and excellent report writing;
  • Proactive and able to work with minimal supervision and high degree of initiative, reliability, flexibility, motivation, and resourcefulness;
  • Professionalism: flexibility to make ad-hoc changes as and when the need arises; ability to perform under stress; willingness to keep flexible working hours.
