ANNEXURE-I
TECHNICAL SPECIFICATION OF COMMUNICATION SERVER BASED ON TRUE IP SERVER & GATEWAYS ( CLIENT) ARCHITECTURE EPABX SYSTEM OF 250 & 500 PORTS CAPACITY FOR ITI Customer.
1. The tenderer should submit the authorization from the OEM of EPABX mentioning the specific tender no. for participating and for provision of comprehensive AMC. The vendor should furnish an undertaking for comprehensive AMC services for a period of 5 years after the expiry of warranty period of one year. The offer must include AMC rate in percentage of basic cost of the equipment and must mention in the un-priced bill of materials.
2. Complete technical details along with technical brochures for the EPABX, IP Phones, Digital Phones & Analog Telephone instruments and Peripheral units must be enclosed.Freeware systems downloaded from net and assembled are not allowed.
3. An undertaking from the manufacturer/OEM is also required to be submitted in original on behalf of the vendor to provide spares and service support to ITI Customer for a period of 6 years mentioning specific tender no. from the date of opening of the tender.
4. The bidder should have establishment his own service facility at Nagpur and should furnish the details of address, ph no. & fax no. etc.
5. All documents submitted such as OEM's authorizations / certificates / TEC certificate should be self Attested.
6. Provenness criteria: The IP EPABX system offered by the tenderer shall be considered proven provided the type & model of the offered equipment must have supplied in the past to the mining industry and / or to the other industries ( private / public sector undertaking and performed satisfactorily for a period of not less than one year from the date of commissioning. The status of proveness would be evaluated and decided by GM(E&T) based only on self attested documents ie., supply order copies & performance reports of tendered item.
2. TECHNICAL SPECIFICATIONS:
1. The exchange above 250 ports should be based on true IP communication server & gateways (client) architecture. The server should be built on industry standard server from DELL / IBM / HP. The exchanges up-to 250 ports should be based on inskin CPU (Intel based). It should be true IP based communication server supporting IP, Analog & Digital extensions. The server & gateway will be powered through online UPS of 3 KVA capacity with 8 hours back up in case of power failures.
2. The IP EPABX must have TEC approval for interfacing with BSNL network via digital & analog trunks and ISDN, BRI & PRI. Clear and signed TEC copy must be submitted.
3. The operating system in the server should use an open source robust operating system like Linux, windows. The server should use IP to connect gateways.
4. The server must have remote access capability over standard WAN/internet for maintenance.
5. The system should have in built 2 auto sensing 10 / 100 MBPS LAN port.
6. The server shall be equipped with necessary OEM inskin, integrated hardware & software for remote access server. All associated software for operation & extension features licenses shall be provided.
7. The system shall be IP enable telecom server. The switch should support MGCP protocol / SIP for transmission of voice over IP network. It should also support G.711 & G.729A encoding standards. The system should support peer to peer video telephony.
3. GENERAL FEATURES OF SERVER SYSTEM:
1. Caller ID information for both internal and external networked callers should be available to all ISDN, IP & Analog subscribers.
2. It should be possible to have minimum 15 parties meet me conference over trunk line for more than 250 port system & 6 parties for less than 250 port system. And should have distinctive ringing. The system should have inskin voice mail system of the same OEM without losing any system slot or using any additional extensions & should have minimum 30 hours storage facilities
3. System should support same software for call charging system, details of extension numbers date, time, called number, duration of call should be provided. System should support direct inward system access (DISA).
4. The system should have onboard auto attendant facility on all trunks with flexibility of having different sets of announcement to separate incoming trunk groups. Auto attendant should be capable of handling minimum 10 trunks simultaneously on various trunks. Should support mobile twinning.
4. EXTENSION FEATURES: Shall have the common features like : Intercom calls, Operator calls, Dial in line ( DIL ), Direct inward dialing ( DID ),Direct outward dialing, Abbreviate dialing ( for system and individual both ), Calling line identification for internal, external networked ( Analog/ISDN/IP ) exchanged on analog and digital subscribers, Hunting groups, Hotline, Line lock out & Direct inward system access.
5. Trunk interfaces for the system: The trunk ports can be combinations of ISDN BRI, ISDN PRI, CO,E1 Tie & IP trunking. The telephone server shall support following trunk interfaces / protocols:
1. Analog PSTN trunk: The system should have analog PSTN trunk interface to connect normal CO lines for making and receiving calls.
2. SIP & H323 trunks: The server shall have the integrated SIP & H 323 trunk interface that based on internet protocol ( IP ) technology to provide a lower cost of usage by transmitting voice and fax over the internet, corporate intranet, or private local area network ( LAN ). Routing certain direct, point to point communication over IP network. It should be possible to run QSIG over H323 trunks.
6. ADMINISTRATION, MANAGEMENT & MAINTENANCE CONSOLE with the following minimum configuration :
1. Hardware with minimum configuration as given under :: CPU : Intel Pentium core i3 second generation or higher, Mother board : Intel Q 65 express chip set or higher, Memory : 4 GB DDR3 with 1333 MHz or higher, HDD: 500 GB HDD SATA or higher, Monitor : 15" LED 720P or higher, Optical drive, 32 bit ethernet card, 101 Key board, 6 USB ports, 2 serial ports, 1 parallel ports, 1 internal modem, DVD reader & writer, Software: MS Window XP or higher version, Ink jet printer, speakers along with licensed windows software. Make: HP / Compaq / DELL / LENOVO.
2. The system administration and maintenance terminal should be PC based administration and maintenance software, which should be GUI based. Should be password protected with the notification of security violation.
3. Should be used for carrying out all health checks, generating traffic reports, inputting commands to the EPABX and taking printout as necessary. Should automatically check through series of tests for the normal operation.
4. System should have provision of instant fault information.
5. System should be capable of remote maintenance facility from a central location. And should be equipped with the following features such as Browsing, Graphical user interface, Trunk analyzer, Out of service trunks, Reports & necessary fault detection alarms and diagnostics.
7. IP TELEPHONE REQUIREMENTS: The IP Phone should have 4 line x 20 character LCD display with the following features:
1. Minimum 2 programmable call appearance / feature keys.
2. Atleast 10 dedicated feature keys, 2 line keys, 5 configurable features, 3 context sensitive soft keys.
3. Should be compatible to SIP & H 323 signaling.
4. Should have an integrated 2 port ethernet switch so as to allow connection of a PC directly to it so as to save the cost of separate cabling. Should have 10/100 base T Ethernet ports with capability for auto negotiation.
5. Message waiting lamp. Full duplex speaker phone.
6. Should provide a selection of different codec choices ie., G 711U & G 729a audio compression.
7. Should have support for standards based media encryption.
8. ANALOG TELEPHONES :Specification of Table top type electronic push button type telephones with features such as Pulse / Tone switch, redial, flash and mute facility, Ring indicator, Ringer volume control. Slim telephones are not acceptable.
9. DIGITAL TELEPHONES : Specifications of table top type digital telephones with features such as : Backlight Display —3 lines x 24 Characters, Three (3) contextual Softkey buttons, 14 Hard Function Keys for Hold, Mute, Conference, Transfer, Speaker, Volume (Up and Down), Redial, Menu, Contacts, Call Log, Phone Screen, Headset, and Messages, Contacts which supports up to 100 entries, Call Log with up to 10
entries with button/LED for missed call indication, Message Waiting Indicator, Full duplex speakerphone, Codec supported is G.711.
10. Krone make MDF & IPMs in all extensions, trunks, operator console must be provided..
11. Installation, testing and commissioning: Bidders are required to quote for installation, testing and commissioning charges in lump sum.
12. Documentation: Bidder will have to provide detailed documentations regarding operational, technical maintenance along with schematic diagram for the total system being offered by them.
13. Earthing work The earthing requirement is of class 1 earthing as per the following :
The earthing should ensure a resistance (ground loop) of 2 ohms or better. Dig a pit of 3 ft x 3 ft area up to 12 feet depth. Put a rectangular copper plate at the bottom of the pit ( 15 Kg ) and connect the copper strip to this. Lower the GI (Galvanized Iron) pipe of 12 ft x 2 inch in the pit. Connect the copper strip to the end of the GI pipe and extend it to the users supply point. Spread a layer of salt, charcoal & sand in the pit as per norms.
14. Document to be submitted along with the offer:
· Self attested copy of valid TEC certificate for the offered EPABX systems shall be submitted.
· Self attested Supply order copies & performance report of the offered EPABX system(Satisfactory working since one years at least).
· Compliance report of complete technical specifications, check list & detailed printed technical literature of the offered EPABX system, telephone units & other peripherals such as PC, Printers etc., shall be submitted.
· Bidders are required to submit para wise compliance report in respect of all technical and other parameters noted above failing which offer will not be considered.
