Network Change:
Copper Facilities which feed an area in the Philadelphia, MS wire center (PHLAMSMA), along and adjacent to W Beacon and Rd 375 will be replaced with fiber fed digital loop carrier. This plan calls for improving and upgrading service to rural residents by investing in new, modern loop transmission facilities, comparable to urban areas, thereby improving existing telephone service and providing for future high-speed data service offerings, otherwise unavailable to these rural subscribers.
Description of Type of Changes Planned: /
The Telecommunications Act of 1996 established the Universal Service Fund (USF) to maintain affordable telephone service and to bring new telecommunications technology to rural residents in sparsely populated, high-cost-to-serve areas. AT&T Southeast is receiving remuneration from the USF and negotiates a plan for the allocated budget with the State Public Service Commission each year to benefit rural residents in its approved service areas. The plan calls for improving and upgrading service to rural residents by investing in new, modern loop transmission facilities, comparable to urban areas, thereby improving existing telephone service and providing for future high-speed data service offerings, otherwise unavailable to these rural subscribers. Under this plan, Copper Facilities which feed an area in Philadelphia, Ms. along and adjacent to W Beacon and Rd 375 will be replaced with fiber fed digital loop carrier. This project proposes the placement of a DDM200 (OC3 Mux), Wescom (3192) High Density Repeater Shelf at F 1034 Rd 375. This will allow us to eliminate the copper DS1’s and to use Fiber facilities from the proposed DDM2000. The proposed DDM2000 will be a new Node on an existing ring from the Philadelphia Central Office. Currently total loop length is 13.0Kf.
Description of Reasonably Foreseeable Impact of the Planned Changes: /
fter this Plan is implemented and work is completed, metallic feeder facilities from the Central Office to the effected area will no longer be available. Unbundled loops that are defined as compatible with Digital Loop Carrier (DLC), e.g., those defined to transport POTS-grade service, will be transferred to the new DLC system without consequence. Competitive carriers employing unbundled loops that are defined to require metallic facilities, e.g., Digital Subscriber Line (DSL) or line sharing circuits will be notified individually. This notification is intended to allow the effected carrier to convert the circuit to one compatible with DLC. Currently, there are no competitive carrier circuits of this type on any of the effected copper facilities.
It should be noted that if a competitive carrier obtains an unbundled loop that has been defined to transport POTS-grade service, but then utilizes this loop to provide DSL service, AT&T will have no knowledge of the presence of DSL. In such a case, AT&T has no basis to notify the carrier and the ability of the competitive carrier to provide DSL service may be affected.
