CONTRACT DURATION
This position is initially for a period of 2 years with a possibility of extension up to 5 months.
The field engineer will follow up the planning and the implementation of the infrastructure activities planned to be implemented in Ablah and Taalabaya areas in the Bekaa Region of Eastern Lebanon. The role will specifically be to ensure that the contracted services are implemented following national and international best standards and best practices.
In order to perform this role effectively, the field engineer must be able to effectively communicate with the stakeholders and ensure quality services are provided to the target communities.
PURPOSE OF POSITION
· To coordinate the implementation of the project’s infrastructure related activities
· Define the reference standards to be adopted in the planned water supply systems
· Prepare the Terms of Reference (ToR) and tender documents for the design and supervision consultant
· Follow up on the technical survey and data analysis
· Review draft design reports, Bills of Quantities (BoQs), and tender documents prepared by the design firm
· Contribute in finalizing the design report, BoQ, and tender document report
· Prepare and launch tender bidding procedure for construction contractor(s)
· Provide overall follow up and supervision of the engineering works related to the project
· Provide technical expertise related to the planned infrastructure works carried out by the project
· Monitor expenditures, budgets, and track activity expenses; ensure that appropriate action is taken in a timely fashion
· Report the daily progress of works to the project manager
· Coordinate, manage resources, (Follow up on constructing and rehabilitating water supply networks)
· Lead project infrastructure activities, such as: technical designs, coordinating with related local partners, private contractors and vendors, monitoring, weekly planning, and reporting works progress (daily, weekly and monthly)
· Liaise between the project’s stakeholders and beneficiaries
· Coordinate the implementation of the infrastructure activities with local entities (municipalities), the project partner (Bekaa water establishment), and the local community
EDUCATION AND EXPERIENCE
· Essential: Bachelor Degree or Post graduate Diploma in Civil or Mechanical engineering
· Essential: 3 to 5 years experience in an infrastructure project (tender procedure, design, planning, implementation, budgeting, reporting, evaluation and monitoring)
· Essential: Experience in design, planning, and implementation of water supply networks
· Essential: Experience in AutoCad and Arc GIS
· Desirable: Experience in NGOs, preferably in implementing programs in any field related to water or sanitation: involving assessments, design, planning, implementation, budgeting, reporting, and evaluation and monitoring
· Desirable: Work experience within international organizations
· Desirable: Experience in the implementation of EuropeAid-funded projects
MAIN DUTIES AND RESPONSIBILITES:
1. Assess water needs, available resources and the capacity of existing water supply systems.
2. Consult with local partner’s representatives about access, design and management of water systems as well as hygiene promotion and water use needs.
3. Prepare the ToR of the design consultant
4. Develop, negotiate and manage contracts with service providers (include preparing tender documentation and evaluating capacity and quality of contractors)
5. Review design report, technical drawings and Bill of Quantities (BOQ) specifications for water infrastructure provided by the consultant.
6. Supervise contractors.
7. Liaise with other NGOs/Civil, water establishment, local authorities to ensure coordination, consultation and works approval.
8. Report works progress to project manager
9. Collaborate in awareness raising activities and events conducted by the project
10. Any other duties that arise related to the project success
Coordination
· Consult the Project Manager to implement and manage the infrastructure activities of the project
· Ensure coordination of related activities with other World Visions projects members and teams.
· Ensure timely ordering, purchase and transportation of goods to the project.
· Provide reports on infrastructure design and implementation progress.
· Ensure that gender and protection are mainstreamed in all activities and within the community.

· Follow up the capacity building activities planned by World vision
