SUMMARY OF REQUIREMENTS

The following is a brief summary of the new and revised paragraphs in the Standard for External Corrosion Protection Systems For Steel Underground Storage Tanks, UL 1746, which have a future Effective Date of January 17, 2009 (except for Sec 28.13) and the action that may be required to determine compliance.

Paragraphs / General Subject and Comment /
Sections 4 & 4A / Sec 4 (Revised) General Construction Requirements have been revised and now referenced in UL58 Sec 4 for the core steel tank requirements.
Sec 4A (Deleted) Steel Thickness Requirements have been deleted, but are now included in the revised Sec 4 reference to the UL58 Roark Formula and Tables.
A re-evaluation of currently Listed products to clarify compliance with referenced UL58 Sections or Paragraphs is not anticipated as they reflect past and present evaluation requirements. However, if existing UL Reports are not “form” types, revisions to correctly identify requirements or changes in referenced Standards from UL1746 to UL58, an IFR will be necessary.

Sec 6 (New) Pipe Connection requirements reference UL58 Sec 10.
Sec 7 (New) Tank Manway requirements reference UL58 Sec 11.
Sec 8 (New) Striker Plate requirements reference UL58 Sec 12.
Sec 9 (New) Heating Coil requirements reference UL58 Sec 17.
Sec 10 (New) Accessories & Component requirements reference UL58 Sec 16.
A re-evaluation of currently Listed products to clarify compliance with referenced UL58 Sections or Paragraphs is not anticipated as they reflect past and present evaluation requirements. Paragraphs 22.7.2, 26.7.2 & 29.7.2, 32.1 / These paragraph revisions allow Part II, III & IV tank performance and production tests to reduce Holiday Test voltages from 30 kV to 15 kV.
Although lower Holiday Test voltages will not require re-evaluation, potential Report revisions are necessary to identify reduced production test voltages.
Section 28.13 / The new Indentation Test is required for all Part IV Tanks to determine if protective packaging will prevent reduced coating thickness under expected use conditions.
A re-evaluation of currently Listed products for Part IV tank constructions is necessary in order to evaluate compliance with the new Indentation Test.
Per the August 15th Announcement Bulletin – The Section 28.13 Indentation Test effective date has been suspended.
