Motion from Faculty Council – Faculty Handbook change regarding description of the President’s Advisory Council

Rationale: The current Faculty Handbook description of the responsibilities of the President’s Advisory Council (PAC) derives from the committee’s predecessor which it replaced, the “College Budget Committee.” The current description no longer reflects the responsibilities of this broader more inclusive committee. The following language change more accurately reflects the current committee’s description of responsibilities.

1.4.2 Committees of College Administration

1.4.2.1 President’s Advisory Council

c) Responsibilities:

1) Determine environmental assumptions in areas of the nation, state and institution.

2) Recommend changes in the financial policies of the College.

3) Suggest financial issues needing special attention to task teams or committees.

4) Review plans for financial feasibility and cost effectiveness.

5) Recommend strategic financial plans for approval by decision-making bodies.

1) Assist the President in tending the vision of the college.

2) Consider the implications for Westmont of trends observed both internally and externally.

3) Serve as a sounding board and brainstorming group for the President on significant college-wide issues, including planning and priority setting.

4) Advise the President on the development of the annual operating budget.

5) Serve as a communication link with faculty, staff and students.


Motion from Faculty Council – Faculty Handbook change regarding membership on the President’s Advisory Council

Rationale: When the College Budget Committee was changed to the President’s Advisory Council, adjustments were made to faculty membership. For the CBC committee, membership included the current and past chairs of the Salary and Budget Committee. In the current PAC committee, the past BSC chair was removed and replaced by the Vice Chair of the Faculty (to reflect the broader scope of committee’s responsibilities). The removal of the past BSC chair in the PAC essentially removed year-to-year continuity of faculty membership on PAC. Having both the current and past chairs on the PAC (as was the case with the older CBC) would accomplish this, in addition to providing faculty voice reflective of the continuing emphasis on issues of budget.

b) Officers:

The full professor serving in the second year of the three-year term shall be the committee chair. The chair and the most recent past chair shall be the faculty representatives on the College Budget Committee President’s Advisory Council.
