1. Introduction

Windaba is the largest wind industry driven Wind Energy Conference on the African continent. The 2-day conference is hosted by the South African Wind Energy Association (SAWEA) in partnership with the Global Wind Energy Council (GWEC). The conference provides premier access to networking and business opportunities to the Domestic and global wind energy market. The 7th Annual Windaba will again take place this year at the Cape Town International Convention Centre (CTICC) with this year’s theme “Wind Power: Building Futures” (

This year’s Windaba is particularly relevant for SAWEP 2 with SAWEP 2 implementation just started and with 4 projects (1.1 Review of RE IPPPP ED criteria, 2.1 WASA 3 with DEA SEA Phase 2 support, 3.1 Review and Small Scale Wind Pilot project specifications and 4.1 Review of wind training, education, skills development) at various stages of implementation and directly relevant with Windaba 2017 breakaway sessions 2 (Sustainable Development), 8 (Industry related, WASA), 10 (Skills/jobs) and Plenary 4 (wind offtake opportunities..)(see Annexure A).

2. SAWEP 2 support of Windaba 2017

The SAWEP 2 AWP 2017 budget for Windaba R77,500 compare with the Windaba Bronze sponsorship package R75,000 which only provide for 2 complementary delegate passes and with no participation in the conference program. The lowest cost 2017 Windaba Sponsorship package on offer, including participation in the Windaba program (important for SAWEP 2), is Silver R117,500 up to Headline Sponsor R600,000 (see Annexure B).

2.1 Objectives for SAWEP 2 participation at Windaba 2017

  • To participate, share information and making use of the diverse attendance of Windaba in fine tuning SAWEP 2 projects, final outcomes and recommendations ongoing by Windaba 2017.
  • To “launch” SAWEP 2 implementation through branding and appropriate advertising at Windaba 2017.
  • To make use of the Windaba 2017 exposure in fine tuning the development of the SAWEP 2 Work plan for 2018 that it stays current and useful.

A customized sponsorship package for SAWEP 2 support was then discussed with Windaba organisers in view of the Windaba 2017 sponsorshipcosts (see Annexure B) and available SAWEP 2 Windaba 2017 budget of R77,500 that would maximize the value of SAWEP 2 support.

2.2 Custom proposal for SAWEP 2 support of Windaba 2017 @ R85,500 (incl VAT)

  • Sponsorship of session 10(skills)
  • Speaker in breakaway session 8 (industry issues -WASA).
  • Delegates - 2 full including Gala Dinner and 2 speakers (as per programme) for a total of 4 full delegate passes*(delegate rate waived) to Windaba2017
  • Recognition of SAWEP 2 in all marketing material as a supporter to theevent
  • Branding invenue(X2 pop-up banners, Logo on screen display)
  • Full page advert in event showguide
  • Websitelisting(150 – 200 words)

Total cost returned by Windaba organiser R85,500 (incl VAT, excluding X2 pop-up banners)

Value of each item as per custom proposal (compared with Annexure B Windaba Rate Card)

  • Sponsorship of session 10 (skills) - R 60 000.00 excl.vat
  • Speaker in breakaway session 8 (industry issues - WASA). – R25 000.00 excl.vat
  • Delegates - 2 full including Gala Dinner and 2 speakers (as per programme) for a total of 4 full delegate passes to Windaba 2017 – (R9050.00 per delegate) - R18 100.00 excl.VAT
  • Recognition ofSAWEP 2 in all marketing material as a supporter to the event – R40 000.00 excl. VAT
  • Branding in venue – R30 000.00 excl.VAT
  • Full page advert in event show guide – R 17 500.00 excl.VAT
  • Website listing – R10 000.00 excl.VAT

Total value R228,684 (incl VAT)

Total savings on custom package

R228,684 – R85,500 = R143,184 (incl VAT)

3. Recommendation

1. It is recommended that the customized SAWEP 2 sponsorship package for Windaba 2017 @ R85,500 (incl VAT) be approved as it enables the objectives for SAWEP 2 participation at a substantial saving in comparison with the regular sponsorship packages on offer. A budget of R77,500 for SAWEP 2 support of Windaba 2017 is included in the SAWEP 2 AWP 2017 (re allocation of unspent funds on SAWEP 2 AWP 2017 making up the difference R8,000 and funding of X2 pop up banners)

2. An agreement between UNDP and SAWEA to be concluded that will govern the implementation and transfer of SAWEP 2 funds thereby making sure that the items per customized package will be achievedand to be reported in a Conference Report with Audited statement of SAWEP 2 funds utilized.
