Meeting Highlights

I.  a. Acceptance of April 16, 2015 Minutes. Thumbs Up.

II.  Sub-Committee (SC) Updates:

a.  Compensation/Benefits – The SC met on April 30, 2015 followed with two separate mediation sessions: CWA on May 4, 2015; and CTA/CU on May 5, 2015. Mediation concluded with additional compensation of a one-time payment of $440 for all employees. In the Letters of Understanding concerning the bonus checks, it states, “To receive payment, the employee must be eligible and active.” For CTA/CU employees, this means that the employee must be employed as of May 21, 2015 to be eligible for the payment. For CWA employees, this means that the employee must be employed as of June 2, 2015 to be eligible for payment. The option of a separate check taxed at each employee’s individual tax rate will be reviewed

The next meeting is scheduled for May 28, 2015. The SC will focus on insurance issues such as the year-end review on insurance claims. There is an upcoming meeting with Blue Cross Blue Shield regarding profit sharing and a review of a feasibility study concerning self-insurance versus full insurance. For the 2015-2016 budget outlook the District is waiting on a Legislative special session, which is scheduled to begin on June 1, to complete the State’s budget.

Pay for Performance – the SC is working through Language. The next meeting is scheduled for May 18, 2015. The SC is hoping to bring proposed Language to the June 4, 2015 Steering Committee meeting.

b.  CTA Bargaining/Contract Language – Work is complete. Ratification is set for May 21, 2015, 7:00 a.m. – 7:00 p.m. The Union has links to the Summary of Language on their website.

c.  CU Bargaining/Contract Language – Work is complete. Ratification is set for May 21, 2015, 7:00 a.m. – 7:00 p.m. The Union has links on their website to the Summary of Language. The SC has worked on a Letter of Understanding (LOU) concerning Summer School Data Specialists and there is outstanding Language in the LOU which needs to be addressed. The LOU allows for Summer School Data Specialists to be hired at Summer School sites, but there would be an overlap period of time where the site’s School Data Specialist would be required to complete their work and Summer School work. The change addresses this issue and would allow the School Data Specialist to work up to three additional hours per day during the overlap period.

A motion was made to go forward with the changes to the Letter of Understanding concerning Data Specialists so that it will make it on the May 21 ratification. Outcome: Thumbs Up.

d.  Supplements – The SC has not met since March 5. Letters of Understanding were drafted and signed concerning supplements for the Special Olympics positions and the 6% toileting supplement for Pre-Kindergarten Paraprofessionals. The LOU’s are going forward for Board approval on the May 12, 2015 Board Agenda.

e.  Lesson Plans – This SC is on hold.

f.  Planning Time – A meeting is scheduled for May 8, 2015.

g.  Job Description Analysis – The SC met last week and discussed information put together by Barbara Audette, Payroll Manager. The SC had questions about some of the data which Tim Bargeron will clarify with Barbara Audette. She is also going to contact the same school districts to gather data on HR employees. The next employee groups to be evaluated are: Data Specialists, Personnel Records Specialists, and Groundskeepers.

h.  Safe Driver Plan – Work is complete. The SC met May 7, 2015 and reviewed final changes to the plan. The SC presented the changes to the Steering Committee:

Bus Drivers can voluntarily take a remediation session at their own expense to remove a single violation of up to 3 points from their safe driver plan record. This can only be done once in a 2 year period. Discipline would still be involved – letter of reprimand and/or suspension. The remediation course must be completed within 60 days of the assessment of the points.

All accidents will be reviewed by the Safe Driver Review Committee.

Update the CWA appointee for the Safe Driver Review Committee to every two years (the same as the Director’s appointees).

The minutes of the Safe Driver Review Committee will be provided to the CWA.

Use of a personal wireless device first offense results in 4 points and second offense 6 points. If a personal wireless device is used two times within one year, the employee will be terminated. A paragraph was also added defining personal wireless device.

A motion was made to go forward with the revisions to the Safe Driver Plan for approval by the School Board. Outcome: Thumbs Up.

i.  Leave Approvals – The SC has not met. A meeting will be scheduled.

j.  Testing – The SC has been waiting for the Legislative Session to conclude. Now that it is over, a meeting will be scheduled. Discussion concerning Easy CBM testing. Easy CBM testing is optional, however some principals are making it mandatory for teachers to give the students this test. This means teachers have one-on-one testing with students and it takes time away from teaching. Mark Rendell will check into this issue.

III.  Other Issues and Concerns

a.  The CWA is holding ratification on June 2, 2015.

b.  The Steering Committee recognized Vanessa Tillman for her dedication and hard work and wished her well in her retirement.

IV.  Meeting adjourned at 3:55 p.m.

V.  The next meeting is scheduled for Thursday, June 4, 2015, at 3:00 p.m. Location: The Board Room at the District Offices located at 4204 Okeechobee Road, Fort Pierce. The Facilitator will be Wyman Burns.
