Important Reminder
In assessing the Plan, Profile and Book of Reference, the Board will take all relevant matters into account in consideration and evaluating the best possible detailed route of the pipeline and the most appropriate methods and timing of construction of the pipeline. The detailed route process does not reconsider the Board’s original decision for Project.
Compensation Issues
A statement of opposition must relate to the detailed (exact) route of the pipeline and/or the methods and timing of construction. The Board does not have jurisdiction over compensation matters.

Reasons for Statement of Opposition to the Detailed Route
  1. Describe whether you are the registered owner, or a tenant, lease holder, occupier, or have some other interest in the land you have identified under Required Information.
  2. Describe your reasons for opposing the proposed detailed route. This should include how you believe your lands or your interest in lands may be affected by:
  • the proposed location of the pipeline;
  • the methods of pipeline construction;and/or
  • the timing of pipeline construction.

Appendix I:How to File Your Statement of Opposition Document with the National Energy Board

IMPORTANT:

Email is not a valid method of filing documents with the National Energy Board. Documents received by email will not be accepted.

When you file documents, you are granting permission for your personal contact information and the documents you are filing to be made public. These documents will appear online in the NEB’s public registry (REGDOCS) and they can also be obtained from the NEB Library.

If you think your filing might be late or past a set deadline, include the reasons why you could not meet the deadline.

Documents filed must be in PDF format. Please see the Filer’s Guide to Electronic Submission if you require additional instructions or contact the Process Advisor for assistance.

To file documents using e-filing:

  1. Go to the main page for Electronic Document Submission. There is also a help link from this page on the top right hand side.
  2. Follow the eight (8) steps, selecting “Other” from any drop down where there is no applicable option (ie, Project, Role, Document type).
  3. You will still need to send the NEB one hard copy of your submission, along with a signed copy of your filing receipt which will be generated when you submit the form.
