SPECIFICATIONS
FOR
SEMI-TRACTOR
The following specifications and dimensions shall apply to purchases of a new
SEMI-TRACTOR for Kansas Correctional Industries. The State reserves the right to waive minor technicalities under this specification. Federal and State laws supersede any conflicting part of this specification.
The unit shall be a current model, new and unused, under standard production by the manufacturer, and of which parts are stocked at one or more locations in Kansas or
Greater Kansas City. All parts utilized on the unit shall be new and unused.
NOTE: ALL EXTERIOR MARKER LIGHTS – INCLUDING HEADLIGHTS AND TAILLIGHTS – TO BE LED!
Complete specifications and literature on the unit bid shall accompany the bid. Any
exceptions to these specifications shall be indicated on the bid or on a separate attachment to the bid, labeled as such.
Any “or equal” or “equivalent” items for brand specified components shall be listed
with the bid package. Complete description and literature on the “or equal” components
shall be supplied for consideration by KCI. The burden of proof regarding “or equal” items will be upon the vendor.
PRE-DELIVERY SERVICE
The unit shall be delivered complete and fully operational. It shall be properly serviced, free of leaks, and all mechanical adjustments made prior to delivery. A minimum of three days notice prior to delivery shall be given to the person to whom the unit is to be shipped.

WARRANTY:
______The bidder agrees, if his proposal is accepted,
to guarantee the design, material and
workmanship of the unit bid according to the
states factory warranty, or for two years,
whichever is greater.
______A copy of the warranty shall accompany the
bid; and shall furnish a properly executed
service and warranty policy (except 1,000 mile
inspection) with each unit.
______Warranty coverage shall include costs of
transporting the unit to and from dealer’s
shop, and when outside a 150 mile radius of
the delivery point, all repair parts and labor.
PRINTED MANUALS:
______Two operator’s manuals, one shop manual,
one parts manual and a wiring diagram shall
be supplied with each unit.
______The manuals shall fully and clearly cover all
components of the unit, including motors,
drive systems , and attachments. All manuals
including diagrams shall include “as built”
diagrams and information if applicable.
______The shop manual shall explain, in detail, the
procedure for overhauling the engine,
transmission and differential.
PAINT:
______All exterior painted surfaces with the following
exceptions, shall be painted white, and shall be
clear coat type paint.

Interior of cab may be painted factory color.
Chassis shall be painted back.

ENGINE:
______The engine shall be Cummins 500HP ISX-15 or equivalent, electronic controlled, and have a minimum 14.0 liter displacement. To be under standard production, electronic governed diesel fueled with an approx. horsepower of 500 and an approx. torque of 1850 lb-ft, both when operated within a governed speed as recommended by the manufacturer.

______The engine shall be equipped with all
standard commercial accessories, except
that in lieu of standard accessories the
following items shall be installed.
______A dash mounted Filter Minder graduated
lockup air restrictions indicator.
______Dash mounted electric hour meter with oil
pressure sending switch.
______The radiator shall contain Extended
Life antifreeze to -34F. protection.
______Shut off valves shall be installed on engine for heater hoses.
______Cooling system should be approx. 1400 sq. inches.
______Primary and secondary fuel filters.
______Full-flow replaceable element oil filter.
______Single or dual vertical exhaust system w/45 turn back.
______Coolant heater, 1500 watt minimum, with weather resistant receptacle on front
bumper or behind left front fender.

______Engine tachometer shall be mounted in the
dash.
______Temperature controlling cooling fan.
______Factory installed engine alarm system,
Kysor or equivalent, with warning light and
buzzer to signal low oil pressure or
excessive coolant temperature.
______Factory installed exhaust type engine brake
shall be installed.
ELECTRICAL SYSTEM:
______The unit shall be equipped with a minimum
Of four 12 volt, maintenance-free, heavy-
duty batteries that require no periodic
checking, filling, cleaning or servicing with
ext. jump posts mounted on the left side behind the cable.
______Heavy-duty shall mean 71 amp-hr,
minimum, with a minimum of 3040 cold
cranking amps at 0º F.
______The alternator shall be rated at a minimum
of 160 amperes at 12 volts and be a low
cut-in type. To be a Delco Remy 36 S.I.
Series or equivalent.
TRANSMISSION:
______Fuller Model “RTLO-18913A” or equivalent
Heavy-duty 13 Speed Transmission. All
necessary components such as the electronic
engine brake or exhaust brake shall be
included.
______Equipped with Eaton Solo Advantage 15-1/2” self-adjusting clutch, or equivalent.
______Equipped with magnetic drain plug.
STEERING:
______Unit shall be equipped with power steering.

BRAKES:
______The unit shall be equipped with a dual air
brake system.
______The system shall contain a 18.7 cubic foot, minimum, air compressor; 16.5” x 5” front brakes; outboard brake drums; spring or an activated rear wheel parking brake; and a cable-operated drain valve.
______Rubber air hose and non-coiled connections shall be present for hook-up to a semi-trailer, 15ft. minimum.
______Air brake equipment shall meet ICC
regulations.
______An air dryer (Bendix Westinghouse AD-4 or
equivalent) shall be installed.
______A valve to allow truck brakes to be set
independent of trailer brakes shall be
provided.
______The anti-lock brake system shall be a 4-
channel, front and rear wheel sensing anti-
lock brake system with an iso-connector
trailer plug.
FRONT AND REAR AXLES:
______Capacity of front axle and spring shall be a
no less than 12,000 lbs and no greater than
14,000 lbs. and the rear axles shall be a
minimum capacity of 40,000 pounds.
______Air type rear, spring-ride front suspension with shock absorbers shall be present.
______The axles shall be equipped with brake dust
shields and oil lubricated wheel bearings.
______The rear axles shall be equipped with a
power divider lockout and a controlled
rear axles differential lockout locking all four
wheel positions – side locking.
______The driving axles shall be geared to a
3.42 ratio.

REAR SUSPENSION:
______Shall have a minimum capacity of 40,000
pounds with shocks and air ride suspension
(4-bag suspension), with transverse torque rods. Unit shall have an air suspension dump valve with in-cab control to release air pressure from the suspension.
WEIGHT:
______The gross vehicle weight rating shall be a
minimum of 50,000 pounds.
WHEELBASE:
______Unit is to have a set back front axle with a
minimum dimension of 46 inches from
bumper to axle C.L.
______The bumper to back of cab dimension shall
be a minimum of 125 inches.
______Wheelbase shall be a minimum of 192”
inches.
______The cab to be axle shall be a minimum of
115 inches.
FRAME:
______The frame of the unit shall have a minimum of 1,600,000 inch-pounds of resisting bending moment per rail.
CAB:
______The unit shall be equipped with a two man
air ride cab.
______Dual sun visors that reach to middle of cab
an over head storage at front of cab and
floor mount console.
______AM/FM//CD/WB Radio w/Bluetooth & Microphone, Front USB, Front & Rear Aux. Inputs, & J1939 based controls.
______Tilt and telescopic steering, w/factory
Installed cruise control.
______
Electric intermittent wind-shield washers.

factory mirrors with a bright-finish meeting the same criteria is an acceptable alternative.
______Two heated 8 inch hood/fender diameter convex mirrors, if not already included in electric mirror package.

______The unit shall be equipped with a 2 each
130-gallon self-equalizing aluminum fuel
tanks, non-polished, for a total of 260 gal.

TRACTOR PACKAGE:
______14” Flush Mounted Deck Plate
______The unit shall be equipped with an air
powered sliding fifth wheel.
______The fifth wheel shall have a minimum plate
diameter of 36 inches and a sliding
adjustment of 24 inches, minimum.
______Polished aluminum quarter fenders – triple braced -shall be installed over the tandem wheels.
______The fifth wheel slide shall be positioned to
center the hitch over the rear axle assembly
trunnion when in the rearmost slide position
with left-hand roadside release.
______Rear cross-member w/3.5” King Pin clearance.
______Mud flaps shall be installed, on spring-
loaded hangars, behind the rear tandem.
SEMI-TRAILER CONNECTIONS: The unit shall be equipped with the following:
______Basic semi-trailer connections (trailer
clearance lights; tail, stop and signal lights)
with 15 feet of separate fused.
______Non-coiled trailer lighting cable and 7-way
connections to meet SAE standards J1067
and J560b.
______Interrupter switch for semi-trailer lights.
______Breakaway valve with hand control for the
brakes.
______Electrical Connections (with a 2-way 150-amp receptacle wired hot to be mounted on the left- hand side behind the cab) to accommodate
Maxim Tail Gate Lift on Van Trailers.

SAFETY:
______An electric back-up warning device shall be
installed at the rear of the truck which emits
a minimum of a 90 decibel high pitched
“ beep” at a rate of approximately 60 times
per minute. The sound shall begin when the
transmission is shifted into reverse with no
truck motion necessary to activate it.
INSTRUMENTS: The unit shall be equipped with the following, within clear of the operator.
______An engine tachometer, speedometer,
ammeter, fuel, oil pressure, and coolant
temperature gauges with warning lights.
______All gauges shall be back lighted.
ACCESSORIES: The unit shall be equipped with the following accessories:
______Dual air horns with ice deflectors.
______Two headlights with dimmer switch; turn
indicator; hazard warning switch; flashing
light signals front and rear; rear lights shall
be Class A type KD 756st-12 or other
approved (over-all minimum diameter 4-5/16
inches) and may be a combination dual tail, stop and signal light.
______Registration plate bracket, two (2) clear
backup lights, dual tail, stop, and signal
lights shall be placed at the rear of the truck
frame.
______All new or added wiring shall be Type SJO,
Size 14 AWG, Hard Service Cord with an
Oil resistant thermoplastic outer covering
and mils nominal thickness of thermoplastic
or rubber insulation.

______All standard equipment and tools must be
furnished and unit must comply with Federal
Motor Vehicle Safety Standards and State of
Kansas Motor Vehicle Laws. Federal and
State Laws supersede any part of this
specifications.
______23 gallon diesel exhaust fluid tank
NOTE: Engine air restrictions indicator may be a dash light in lieu of
“FILTER MINDER”, Engine Cooling System hose package may be Gates
Blue Springs in lieu of Silicone, and Cab electric mirrors may be 2 way in
Lieu of 4 way.
