A written communication as a written request to convene a Special Meeting of the Stark County Board of Supervisors was held @7:35 p.m. on Thursday, June 15, 2017 in the Cafeteria of the Stark County Junior High School located at 418 S. Franklin St., Toulon, Illinois. (See page 3)

7:35 P.M. CALL TO ORDER
ROLL CALL was as follows: Mr. Curry, Mr. Howes, Ms. Lindner, Mr. Loane,
Mr. Newton, Ms. Shipp + Chairman Magnussen - “Present”.
Mr. Zerla - “Absent”.
PLEDGE TO FLAG
PRAYER
Ms. Shipp made a Motion to Waive the 15 minutes set-aside total for the purpose
of allowing members of the public to make comments to the County Board
during Public Comments.
Mr. Curry seconded the Motion.
All members present voted “aye” on roll call, motion carried.
PUBLIC COMMENTS - Fifteen (15) citizens filed the required paperwork in the
County Clerk’s office to address the County Board on
6-15-17 Special Meeting.

in memory of Chief Bill Bauer. The donation will go towards
County officers education or for special classes they can offer the
officers.

Two representatives, Kirk Allen and John Kraft, from the Edgar County Watchdogs
stepped up to the podium and questioned the county board on whether a notice
announcing the date, time and location of the “special meeting” had been
published previously in the newspaper. This was posted only and not published.
If this meeting was not published it constitutes an illegal meeting.
Kirk Allen asked the SHERIFF to enforce the rule of law contained in the Illinois
Counties Code 55 ILCS 5/2-1002.
THE SHERIFF CALLED THE MEETING OVER @8:38 P.M.
