1.Price and Payment

1.1Pricing

The Contractor shall provide English class (es)for Security personnelof US Embassy Jakarta to be given at a firm fixed price per session noted below. Sessions shall be one hour in length and shall be scheduled between Monday and Friday, 2.00pm to 7.00pm and Saturday, 8:00 am to 7:00 pm. No more than 10 (ten) students will be part ofany class. Students will attend public and regular class which will be held inside US Embassy Facilities unless mutually agreed upon by the Contractor and the Government.

This is an indefinite-quantity contract for the supplies or services specified and effective for the period stated, in the Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract.

Contractor must provide price in Indonesian Rupiah.

Notification of Option(s)

This purchase order includes an option(s) as addressed in the Schedule, Section II and attached Purchase Order Terms and Conditions. Contractor performance under this order constitutes acceptance of the order and all terms and conditions, including all options.

MINIMUM AND MAXIMUM AMOUNTS

During this contract period, the Government shall place orders totaling a minimum of 10 of 2 hours session. This reflects the contract minimum for this period of performance. The amount of all orders shall not exceed Rp.2,075,000,000. This reflects the contract maximum for unscheduled services for this period of performance.

1.2Payment

The Contractor shall not submit an invoice for payment until all requirements identified in this contract have been completed and delivery to the COR is complete. The COR shall calculate the number of words which the contractor shall include in its invoice.

The Contractor shall submit an invoice for payment in the proper amount in Indonesian Rupiah to the following address:

The contractor shall show Value Added Tax (VAT) as a separate item on invoices submitted for payment.

Definitions

"COR" means Contracting Officer's Representative; see FAR 52.212-4 Contract Terms and Conditions – Commercial Items, in Section 2.

"Government" means the United States Government unless otherwise stated.

2.PERFORMANCE WORK STATEMENT

The Contractor shall provide foreign language instruction to adult students that focuses on the general security aspects of vocabularies, cultural lesson, general interest, and conversational skills, summaries stories and report typically found in mass-media publications for the foreign language speaking public. The Contractor shall develop the instruction to include the development of speaking, listening, and reading, and writing skills. All instruction shall also include job relevant language terminology and usage of the designated field of interest.

Instruction shall be based on proficiency, communication, and academic principles as used in foreign language learning institutions identified below.

-Department of State, Foreign Service Institute;

-Department of Defense, Defense Language Institute.

The Office of Personnel Management shall define the language proficiency levels identified as desired outcomes. All students shall be measured on their language proficiency levels in accordance with the Foreign Service Instituted Language Proficiency Test.

3.PERIOD OF PERFORMANCE

Class shall be given 2 (two) days a week of two hours for CLIN 1 and 1 (one) day a week of 4 hours for CLIN 2 with schedule determining later at Contractor’s office/classroom. The period of performance to include the option is one year.

4.CONTRACTOR FURNISHED PROPERTY

4.1The Contractor shall provide all instructional materials including texts, class exercises, handouts, tests, and audio-visual media.

4.2The Contractor shall provide qualified instructor for each class, who are well versed in all topics to be covered, capable of answering in-depth questions on each topic, will provide the required training in a classroom setting, based on the schedule of training modules or lessons and the objectives and goals for that training. Instructors should pass appropriate background check.

4.3The Contractor shall provide instructor supervisor(s) who will supervise the performance of work under the contract, and who will perform quality assurance in meeting the objectives and goals for that training.

4.4The Contractor shall provide other required classroom materials such as newspapers, magazines, dictionaries, or photocopied materials, written in the designated language for use by students in exercises or testing.

4.5The Contractor shall provide the enrollment or placement test for student to decide in which level they should be registered based on attachment 3: language qualification requirement and modules for class (es).

4.6 The Contractor shall provide scheduled teacher, from Monday – Saturday except American and Indonesian Holiday, and approved by COR. When any session falls on holidays, it should be replaced in the following workday/s unless mutually agreed upon by the Contractor and the Government.

4.7The Contractor shall provide the attendance list for each class. The list should be submitted to COR quarterly.

5.SPECIFIC TASKS - The contractor shall provide instructional Foreign Language Training services at the firm fixed prices shown in this contract. The objectives of each training module or lesson are to prepare all students as efficiently and effectively as possible to accomplish the goals of the training.

5.1.GOALS OF FOREIGN LANGUAGE TRAINING

The Contractor shall develop the linguistic competency needed for personnel or dependents, similar to what is provided by the Foreign Service Institute, in other word a native speaker for students to attain the proficiency levels in speaking and reading identified in each task order.

The goal of training is to provide the student with the skills and knowledge necessary to reach the desired level of performance as identified in the training modules or lessons identified below:

5.1.1LISTENING PROFICIENCY

ORAL RECOGNITION AND RESPONSE MODULE, LESSON 1

Each student, at the completion of training, shall be able to perform at the required level of proficiency which is Level II and Level III (see attachment 2).

RECEPTION AND INITIAL CONTACT, BEHAVIOR 1

When addressed in English, the student will be able to recognize designated commonly encountered phrases and questions with the English speaking public. The student must then respond appropriately, providing acceptably worded and pronounced verbal responses, answering the questions asked, or providing information as needed. At least 90% of the students completing training will be able to recognize and respond appropriately to at least 95% of the selected vocabulary, in 95% of the occurrences in which the selected vocabulary is presented.

5.1.2READING COMPREHENSION MODULE, LESSON 2

Each student, at the completion of training, shall be able to perform the required level of proficiency.

RECOGNITION AND SUBJECT MATTER COMPREHENSION, BEHAVIOR 1

The student will be able to recognize designated key phrases or questions in English, from the selected vocabulary when reading written communication or letters. The student must then respond appropriately, providing the requested information by selecting the correct reply, or by properly identifying the functional organization whom the written communication was intended. At least 85% of the students completing training for each class will be able to comprehend and appropriately respond to or determine the intended addressee for at least 90% of the written communications in which the selected vocabulary is presented.

5.1.3 STUDENT TESTING

The Contractor shall administer tests on knowledge and proficiency as a required element of evaluating the student's progress in the training module or lesson. The Contractor shall provide these tests periodically to:

  • determine the student's progress in training;
  • identify areas of weakness where supplemental training may be needed;
  • recommend type of supplemental training to COR
  • quantify the student's then-current level of knowledge and proficiency.

Initial testing will be used to establish a baseline for measurement of knowledge and proficiency obtained, and may be used in a predictive manner to facilitate personal training planning.

The Contractor shall use tests, including Computerized Adaptive Testing, which are approved by the Foreign Service Institute, or the Defense Language Institute, or by recognized and accepted by national professional associations and organizations identified below.

-American Council on the Teaching of Foreign Languages

-Foreign Service Institute

-Foreign Language Center within Defense Language Institute

-Federal Interagency Language Round table

-or other nationally recognized foreign language bodies.

5.1.4STUDENT PROGRESS DOCUMENTATION AND TRAINING RECOMMENDATIONS

The Contractor's instructor(s) shall be responsible for documenting each student's progress in training, and for preparing a training recommendation for each student. The student's progress will be reported to the student biweekly. The instructor will document the student's progress as measured performance under each lesson module. The Contractor shall prepare training recommendations that state specific plans for remedial, or supplementary use of supportive training materials, or use of tutoring and personalized training techniques.

5.1.5STUDENT COUNSELING

The Contractor's instructor(s) shall be responsible for counseling each student in the student’s performance, and for preparing and discussing with the student any corrective actions which may assist the student in the improvement of their performance. The student's progress will be discussed with the student on a bi-weekly basis, and the Instructor shall document the training recommendations made to direct the student's progress. The Contractor shall provide weekly counseling to all students considered in danger of failing the proficiency tests. The counseling sessions should result in specific tasking for remedial, or supplementary use of supportive training materials, or use of tutoring and personalized training techniques, as needed to improve student performance.

5.2OTHER:

  • Every level has 3 months period. The test should be conducted at the end of period of level.
  • For CLIN 1 (2 sessions @ 2 hours per week): The Contractor shall develop the instruction to include the development of speaking, listening, and reading skills.
  • For CLIN 2 (1 session @ 4 hours per week), The Contractor shall develop the instruction to include the development of speaking listening, reading and writing skills.
  • Schedule is from Monday and Friday, 2.00pm to 7.00pm (CLIN 1) and Saturday, 8:00 am to 7:00 pm (CLIN 2)
  • Modules required are Business English with 10% of time allocation on security related vocabularies.

6.1 Attachments:

Attachment 1: GOVERNMENT-FURNISHED PROPERTY AND INFORMATION

The Government shall provide all necessary site support materials and equipments including items such as:

  • Classroom and schedule
  • desk and chair
  • chalkboard or erasable marker-whiteboard
  • videocassette player, overhead projector and screen

Quality of Supervision :
4.4 Instructor Supervision. / COR shall receive no more than 5 [five] valid complaints concerning quality of instruction, received during a one month period. / Review complaint logs, review quality control activities and results, observation, and Government-conducted customer survey.
Documentation and Reporting Requirements:
5.1.3 Student Testing: Administer standardized tests, gather required information on testing results, and analyze results. / Each report containing statistical or required information is accurately prepared and presented. At least 80% of the information gathered must be relevant and accurate. / Review records and reports, randomly verify testing procedures, observation, and detailed analysis.
5.1.4 Student Progress Documentation and Training Recommendations. / No more than 5 (five) of the student progress reports required during the reporting period were received late or were missing. / Review operational logs, data bases, statistics, or through observation.
Student Counseling:
5.1.5 Counsel students on performance and recommending corrective actions, if required. / At least 2 [two] of the students assigned, and all students considered in danger of failing proficiency tests, will receive counseling each week. / Review records and contact reports, randomly verify through student surveys, observation, and individual interviews.

Attachment 3: Language Qualification Requirements:

LEVEL 1 RUDIMENTARY KNOWLEDGE

At this level an employee is, at most, required to have a rudimentary verbal understanding of a very limited English vocabulary, such as might be required in understanding and following instructions of the type that might be given to a motorpool chauffeur. This level of understanding is typically not required for positions such as laborer and trades occupations where

contacts are primarily with other local employees.

LEVEL 2 LIMITED KNOWLEDGE

At this level an employee needs only a limited knowledge of written and spoken English, and a vocabulary limited to the specific occupation. An employee at this level would be expected to understand and carry out verbal instructions of a repetitive character,and to be able to prepare simple reports of the type that might be expected of a motor pool dispatcher.

LEVEL 3 GOOD WORKING KNOWLEDGE

At this level an employee is required to have a good working knowledge of both written and spoken English. The employee should be able to read and understand agency regulations, operating instructions, memoranda, and related material concerning the field of work, to prepare correspondence and standardized reports, and to communicate effectively with English speaking

staff members and the general public, including both English speaking and non-English speaking persons.

LEVEL 4 FLUENT

At this level an employee is required to possess a high degree of proficiency in both written and spoken English, including the ability to translate the host country language into precise and correct English, and English into the applicable foreign language. On occasion, an employee at this level might be expected to act as an interpreter in situations where considerable U.S. Department of State Foreign Affairs Handbook Volume 3 Handbook 2 - Foreign Service National Handbook 3 FAH-2 H-400 Appendix C Page 2 of 2 importance attaches to proper word meaning.

LEVEL 5 PROFESSIONAL TRANSLATOR/INTERPRETER OR EQUIVALENT
