This document provides a summary of the principal services and planned service developments for the Economy, Transport and Environment Department (ETE), and indicates how you can get involved in shaping services, strategies and work programmes.
Information about ourservices is set out below in three sections that reflect the Department’s mainaims –

We want to involve residents, service users, interest groups, existing and potential service providers and other organisations as early as we reasonably can when reshaping services. We are, however, open to ideas and comments at any point as part of our commitment to continual improvement.
This information will be regularly updated to ensure it sets out our programme for at least the next 12 months. It does not therefore represent a list of all policies, services, projects or potential business opportunities within the Department. 2012 – 2015 / Hampshire Economic Plan – this planis in progress. Our overarching aim is for a prospering Hampshire. The plan sets out our four principal objectives to achieve economic growth across the Hampshire economic area. The plan focuses on:
Supporting key business sectors such as Marine and Aerospace and attracting new business investment
Working with business support organisations to help businesses grow, diversify, export and encourage entrepreneurship
Working with partners to develop transformational development sites such as Daedalus, Dunsbury Hill Farm and Whitehill Bordon
Developing and marketing Hampshire as an outstanding visitor destination for tourists and business visitors

Comments or queries on the plan are welcome at any point in order to help stakeholders have a better understanding of our economic development activity and to inform the review process.

2013 – 2018 / Hampshire Tourism Strategy - a new five-year strategyto help guide the development and promotion of Hampshire as a tourism destination.
This will follow on from the current Tourism Priorities for Hampshire 2007-12 document, which identifies priorities for HCC as well as Hampshire in its widest sense (i.e.local authorities and industry). / The consultation process, which will include liaising with local authorities and other public agencies, including heritage bodies and national park authorities, is due to start in April 2013 at which time details will be added to the consultation page of Hantsweb, the County Council’s website. / Andrew Bateman

2011 - 2031 / Local Transport Plan (LTP3 ) sets out a vision for how the transport network of Hampshire will be developed over the next 20 years, and a three-year Implementation Plan setting out planned expenditure on transport over the period April 2011 to March 2014. It was approved by the Council after extensive consultation and can be viewed on
An annual review takes place each March to assess whether any updates are required to the strategy and to update the Implementation Plan, based on the latest financial position. / Ideas are particularly welcome in October each year to inform the annual review and implementation plan.
Where an annual review indicates a need to amend the strategy or policies within LTP3, the Council will consult stakeholders on the proposed changes. Any such consultation process would be listed in this schedule, with details published on the Consultation Pages of Hantsweb. / Keith Willcox

September 2012 and March 2013 / Transport Capital Programme – delivers a co-ordinated programme of capital schemes (identified in the Local Transport Plan LTP3) and manages receipts and allocationsof developer contributions. The programme is managed in-house but scheme feasibility, designimplementation may be delivered either in-house or through contracts such as the Improvement and Efficiency South East (IESE) contract or the Framework Contract managed by Engineering Consultancy / Ideas are particularly welcome in October each year in order to inform the annual review and budget-setting process.

2013 or 2014 / Term Highways Contract- this is a 7 to10 year contract to deliver a range of planned and reactive highway maintenance works including emergency response, routine repairs, resurfacing, environmental maintenance on County Council-maintained roads and footways. The contract is currently supplied by Amey LG until at least 30th April 2015, although there are options to extend this date by up to three years subject to satisfactory performance. / Spring 2014 is the earliest time when a six-month period could be set for receiving formal expressions of interest.

2012 - 2013 / Parish Lengthsman Pilots –designed to test alternative models of service delivery and provide more locally responsive services – they involve devolving part of the centrally-run highways maintenance service to local councils (or clusters of small parish councils) who, with a budget from the County Council, employ their own contractor to undertake low-level maintenance such as ditch clearing and sign cleaning.
19 parishes in the Meon Valley Test Valley are involved in these pilots. Following interest expressed by local councils at the ‘Working Together’ event in 2012 further pilots are now being arranged in the New Forest, Winchester, and Fleet TC. / Although expressions of interest at participating in potential pilots for 2013/14 have now been received and will be considered as part of the budget setting process, parishes willing to act as leads for future pilots are encouraged to contact the Council as soon as possible.

Traffic Management and Road Safety Service

Ongoing / School Crossing Patrol Service is delivered countywide by 280 school crossing patrol officers employed by the Council. A range of road safety support services are provided, including the road safety shop providing road safety advice and support and an element of un-programmed, reactive road safety work.

These services are delivered by the Council’s Road Safety team, except for cycle training ‘Bike Ability’ programme, which is delivered by contractors as part of a 3 year contract on behalf of the County Council / Ideas are particularly welcome during October each year in order to inform the development of future programmes.
