Christie Farms Residential Association Board Meeting Minutes

February 2, 2017

1.)Present at Meeting

Deborah Axene, Erik Axene, Lanny Beaty (representing Mooreland Property Management), Dianne Brown, Sarah Byrne, Gary Castleberry (representing Dave R. Williams Homes), Todd Evans, Cyndee Herrin (representing Custer Road Equity Group, Inc.), Dan Mudd, Justin Phillips, and Tommy Van Wolfe. A Quorum was achieved with 29 out of 44 lots represented.

2.) Board of Directors

a.)Election of new Board Members for 2 year Term (2/3/17 to 2/3/19).

b.)New Board of Directors elected:

i.) President – Cyndee Herrin.

ii.) Vice President – Sarah Byrne.

iii.) Secretary / Treasurer – Dianne Brown.

3.)Architectural Control Committee

a.)The Board appointed Tommy Van Wolfe to the Architectural Control Committee to replace Justin Phillips.

b.)Current ACC Members: Jessica Hurst (Charman), Cyndee Herrin, Tommy Van Wolfe.

4.)Finances

a.)Reviewed the 12/31/16Net Loss of ($8,731.02) and current cash balance. Currently, 23 Lots have paid 2017 Dues with 7 Builder Lots and 14 Homeowner Lots still due for an Accounts Receivable balance of $25,200.

b.)Reviewed 2017 Budget. Voted to set aside a Maintenance Reserve Fund of $6,000 in 2017 ($500 per month) for future Repair Expenses. Lanny to set up separate bank account for Maintenance Reserve Fund. In November, if we have sufficient funds, we can increase our Christmas Decorations expenditures from $200 to $1,000.

5.)Other Business

a.)CCR’s were amended to add the 18 Phase 2 lots to the subdivision. Lanny to report the cost of legal fees after he receives final invoice.

b.)7 Phase 2 lots are estimated to close in February, 2017, with another 3 to 4 lots by June, 2017.

c.)We have had several Security Gate issues in the last month with the Fire/Police Department not resetting our gate after patrolling our neighborhood. Bryan Ausenbaugh of the Prosper Fire Department has agreed to reimburse the HOA for our last charge by DoorKing to reset the gates, and has created a new SOP to make sure the gate is reset after leaving. Lanny is going to ask DoorKing if they have annual maintenance contracts, and if so what the cost is.

d.)The Board voted not to add long distance to the Security Gate phone line.

e.)M. Christopher Homes currently owns 4 lots. Lot A3 is being sold this week, the house on Lot B4 is under contract and should close in February, 2017. The house on Lot 33R is having a foreclosure sale on 2/7/17, and the house on Lot 37 is having a foreclosure sale on 3/7/17. Lanny is going to let the residents know the outcome of the foreclosure sales.

f.)The entrance landscaping has been completed, and the dead tree has been replaced. $3,000 has been budgeted in 2017 for seasonal color changes. The median right before the entrance to the Phase 2 Bridge will be upgraded with plants, decorative rock, and gravel.

g.)Gary to follow up about repairing the front entrance signage and landscaping lights.

h.)Reviewed plans and maps for the widening and relocation of Custer Road obtained from the City of McKinney Engineering Department. Discussed concerns about part of the existing Custer Road being abandoned in front of the Christie Farms entrance, and maintenance of new pockets of land in front of the Christie Farms entrance. Cyndee is going to talk to the City of McKinney Engineering Department to see if there is more information on a timeline and more details on the road widening and relocation.

i.)A reminder to the Builders to keep the streets clean in front of their construction projects. The ACC has had to send out several reminder letters about this issue.

j.)There was a request for clean-up of debris around the Phase 2 Bridge.

k.)The next Board Meeting will be in about 6 months, or sooner if needed.
