SPR&I Annual Sub-Grant & Suggested Activities

Districts/programs in Oregon receiving funds under IDEA ‘04 are required to participate in the Oregon Department of Education’s (ODE’s) Systems Performance Review & Improvement (SPR&I) system of accountability and annual performance reporting.

SPR&I is a district/program driven system founded on evidence based decision-making. It supports improvement planning through the (1) collection and interpretation of data, (2) development and implementation of an improvement plan, and (3) evaluation of impact and effectiveness of improvement strategies. SPR&I aligns with IDEA required General Supervision requirements and improvement planning.

Each year ODE provides statewide trainings to assist districts/programs in building local capacity regarding annual performance reporting, procedural compliance requirements, and performance indicators. Districts/programs are required to send, at a minimum, one licensed special education administrator responsible for the supervision of special education to this annual training. Charter school representation is highly encouraged.

In addition, at least one Education Service District (ESD) licensed staff and/or administrator is encouraged to attend in order to build capacity to provide districts/programs within their jurisdiction subsequent technical assistance as needed. Districts/programs are encouraged to send a small team to include relevant charter school personnel to continue efforts for local capacity building in the areas of procedural compliance. Additional team members are welcome as space allows.

Grant Awards: Small formula grants are awarded to districts/programs annually to assist in completing the required activities of the SPR&I system. These grant awards are disseminated by ODE in mid-August and extend through the school year.

Allowable Costs the SPR&I Sub-Grant: All costs must be related to the completion of the SPR&I activities, such as completing the PCR files, analyzing indicator data and completing indicator tasks for EI/ECSE (worksheets, improvement plans, and corrective action plans) and School Age (Consolidated Plan), ortrainingstaff in the areas of identified need based on the SPR&I data, reports and plans.

POSSIBLE COST / DESCRIPTION
Teacher Salary—Special Education or Regular Education / If performing duties linked to SPR&I work, such as attending special education in-service training, engaging in meetings linked to the development of SPR&I plans, or completing SPR&I required tasks.
Substitute Teacher Salary / Substitute teacher costs are allowed for SPED or GE teachers performing duties linked to SPR&I work, such as attending special education in-service training, engaging in meetings linked to the development of SPR&I plans, or completing SPR&I required tasks.
IEP Team Coordinator / If performing duties linked to SPR&I work, such as training staff, reviewing IEPs, or completing SPR&I required tasks.
Clerical/Secretarial Support / If performing duties linked to SPR&I work, such as completing the PCR files and/or entering data within the SPR&I system.
Professional/Staff Development / Registration fees, travel, and conference expenses associated with special education in-service training of regular education and special education staff are allowed, if directly linked to indicator improvement plans objectives and PCR improvement.

Additional allowable activities include:

  • Travel to and from the annual SPR&I training including per diem, lodging, mileage, and substitutes for those in attendance;
  • Duplication and dissemination of materials provided at the training including creation of a local manual on the SPR&I process and procedures for the district;
  • Local training on topics related to general supervision; and
  • Creation of training materials and tutorials (e.g. IEP DVD tutorial) that increase compliance with IDEA.
  • Printing costs related to the Procedural Safeguards Booklet
  • Post-Secondary Outcomes (PSO) Collection – required one year follow-up calls

*Please note that funds that are not used are liquidated andmay be returned to the federal agency and all costs must following IDEA Part B Regulations.
