Employment Criteria

The following guidelines are intended to assist and guide in the approval or denial of offers of employment. All employment reports are screened with equal care.

Credit Background

·  Bankruptcies must be dismissed or discharged.

·  No outstanding debts or collection accounts to utility companies in the last seven (7) years.

·  Medical and education expenses/collections will not affect your eligibility.

·  Lack of credit history will be viewed favorably.

Criminal History

Denial of employment may be warranted if:

·  The applicant has been convicted of any felony crime within the past seven (7) years. The seven (7) year period must be unsupervised time and crime-free.

·  The applicant has been convicted of any drug-related criminal activity within the past seven (7) years. The seven (7) year period must be unsupervised time and crime-free.

·  The applicant has a conviction of manufacturing methamphetamine. The applicant shall be permanently prohibited from employment.

·  In the absence of a conviction, there is otherwise “reasonable cause to support” the applicant is or has been involved in illegal drug-related or other criminal activity.

·  The applicant is subject to a registration requirement under a state or Federal Sex Offender Registration Act.

·  The applicant who is engaging in, or has engaged in (during three years’ time before the decision) violent criminal activity; other activity or other criminal activity that would threaten the health or safety of SHA, contractor, or agent of SHA, or would constitute a direct threat to person and/or property.


Note: A plea of “no contest” shall be considered as a conviction. SHA is not soliciting information from you relating to your prior arrest history; however, in determining whether or not an individual has engaged in prohibited conduct (e.g. drug or other criminal conduct), evidence of such conduct sufficient to deny application shall be determined by a preponderance of the evidence without satisfying the standard of proof used for a criminal conviction. Arrest and/or conviction of an individual shall not be required to support a determination to deny application.

Driver History

Employees who must drive as part of their duties, or as required by the will not be allowed to drive a company vehicle or use their personal vehicle for agency business, if any of the following has occurred:

(For purposes of this policy, a conviction includes a plea of guilty, “no contest,” voluntary or mandatory traffic school attendance, forfeiture of bail or imposition of a fine.)

1.  Operating any motor vehicle under the influence of alcohol or an illegal or controlled substance within the last thirty-six months.

2.  Possessing alcohol or an illegal or controlled substance in an authority vehicle within the last thirty-six months.

3.  Conviction of any moving violation resulting in a fatal accident.

4.  Conviction of a felony involving the use of a motor vehicle.

5.  Conviction of three or more moving violations within the last thirty-six months

6.  Two or more “at-fault” accidents within the last thirty-six months. (An “at-fault” accident is one in which the employee was fined, received an adverse judgement or settlement in a civil lawsuit or in which the employee’s insurer settled prior to commencement of a lawsuit.)

7.  Any combination of two or more license suspensions, restrictions or revocations within the last thirty-six months.

8.  Driving without a valid driver’s license.

9.  Being declared a “negligent driver” by the state motor vehicle department (or any equivalent designation for the state in question) within the last thirty-six months.
