The Spink County Board of Commissioners met at 8:30 AM on Tuesday, March 15, 2016, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Jeff Albrecht, Craig Johnson, Pat Kramp and Cindy Schultz. Chairman Dave Albrecht opened the meeting with the Pledge of Allegiance.

Motion was made by Kramp, seconded by Johnson, to adopt the agenda. All members voted aye. Motion carried.
MINUTES APPROVED
Motion was made by Schultz, seconded by J. Albrecht, to approve the minutes of the March 1, 2016 Commission meeting. All members voted aye. Motion carried.

DONATION OF EQUIPMENT
The following police vehicle equipment was donated to Spink County from Nordstrom’s Automotive, Inc.: emergency lights(light bar, arrow stick, visor lights, controller), push bumper with lights, digital radio and portable radio, cage & counsel(Dodge Charger Specific), shotgun and rifle rack, raptor radar, and digital alley video camera components. The equipment has an approximate value of $5,000.
BID OPENING
At 9:00 a.m., time set by public notice, bids for Spink County Project Highway #13(7-mile overlay project on 391st Ave between 183rd-190th St) were opened and read. Jeff Haessig, Highway Superintendent, Randy Hoscheid, Engineer with Pierce & Harris, and Martin Lien, Lien Transportation, were present. Copies of all bids, proof of insurance and specifications are on file in the Auditor's Office and the Highway Department and open for inspection during normal working hours.

HIGHWAY SUPERINTENDENT
Jeff Haessig, Highway Superintendent, gave an update of activities, presented a fuel contract, special temporary and access approach applications, 10 Applications of Occupancy of the Right of Way from Dakota Access Pipeline, LLC and an Oversize Permit Fee. Haessig also reported finding a used belly dump, stating he purchased a 1994 Dakota triple axle belly dump trailer from Melvin Williamson for $16,000, previous approval was given for this purchase.

Albrecht, seconded by Kramp, to accept all bids for hot mix, depending upon location and availability; accept Jebro Inc.’s low bids for road oil; accept the only bid for concrete pipe & concrete bridge materials from Forterra Concrete Products; accept Z&S Dust Control’s low bid for magnesium chloride; accept the only bid for pea rock from Northern Con-Agg; accept all bids on road gravel, depending on location and availability; accept all bids for loading and hauling gravel except Hanlon’s, due to no proof of insurances filed with bid, depending upon location and availability; accept Jerde’s, Williamson’s, Zens’ and Odland’s bids for pea rock hauling, depending upon location and availability; accept Highway Improvement’s bids for crack sealing; accept Asphalt Paving & Materials’ bid on paver laid asphalt; accept all bids on equipment rental except: Lien Transportation’s bid for track excavator, side dump, dump truck, dozer, loader, skid steer and tractor & low boy due to price; Hanlon’s bid for track excavator, side dump, dump truck, dozer, loader, and tractor & low boy due to price and no proof of insurance filed with bid; HF Jacob’s bids for track excavator, dozer and loader due to price; Clausen Construction’s bids for dozer, loader, skid steer and tractor & low boy due to price; depending upon location and availability. All bids and specs are available for inspection during normal working hours in the offices of the County Highway Department and the County Auditor.
FUEL CONTRACT
Motion was made by Schultz, seconded by Johnson, to approve contracting 50,000 gallons of #2 Diesel Fuel for delivery April 1 through October 31, 2016 to be delivered to the Spink County Highway Department Shop(Redfield) and five Highway Department outstations as needed, with North Central Farmers Elevator for $1.39 per gallon. All members voted aye. Motion carried. Other quotes were received from Johnson Oil, $1.63/ gallon, and Appel Oil, $1.55/gallon.
ACCESS APPROACH PERMIT
Motion was made by Kramp, seconded by Johnson, to approve the language of the following: Application for Special Temporary Permit to Construct Access Approach and Application for Permit to Construct Permanent Access Approach, as presented. All members voted aye. Motion carried.
OVERSIZE PERMIT FEE
Motion was made by J. Albrecht, seconded by Johnson, to approve the Oversize Permit Fee for Special Single Trip Permit for Dakota Access Pipeline Haul Roads at $100.00 per trip on approved haul roads only. All members voted aye. Motion carried.
