Freedom of Information Act Policy

The Belleville Area Special Services Cooperative (BASSC) serves 23 school districts in St. Clair and Clinton County,Illinois. BASSC’s responsibilities include:

  • Providing educational programming for low incidence disability categories such as autism, vision impairments, hearing impairments, emotional disabilities, and severe/profound mental impairments.
  • Providing requested related services such as physical therapy, occupational therapy, school psychology, speech therapy, social work, audiology, music therapy, transportation, and orientation/mobility training to our member districts.
  • Coordinating and submitting reimbursement information, fiscal reports, tuition billing data, child count data, federal projects, and other business functions for our member districts.

  6. BASSC Developmental Disabilities (DD) Program
  7. The approximate operating budget of BASSC for FY17 is $19,000,000.
  8. BASSC employs 206 full-time staff and faculty for the 2016-17 school year.
  9. The following bodies exercise control over our policies and procedures:
  10. Governing Board

a)Composed of one Board of Education member from each member district (list of member districts is attached).

b)Authorized to delegate authority to the Executive Board for management of daily operations.

c)Meets no less than once per fiscal year, however meetings typically occur in March and July annually.

  • Executive Board

a)Consists of the superintendent from each of the Cooperative Member Districts (list of member districts is attached).

b)Authorized by the Governing Board to carry out management functions in the day-to-day conduct of the Cooperative’s operations.

c)Meets monthly, typically on the third Tuesday of every month.

You may request the information and the records available to the public in the following manner:

  1. Please specify your request in writing.
  2. Your request should be directed to the following individual at the BASSC office address:

  4. You must indicate whether your request involves a “commercial purpose”.
  5. You must specify the records requested to be disclosed for inspection or to be copied.
  6. You will be charged the following fees to reimburse BASSC the actual cost for reproducing the records:
  7. There is no charge for the first fifty (50) copied pages of black and white text either letter or legal size.
  8. There is a .15 cent per page charge for records copied that exceed 50 pages.
  9. The actual copying cost of color copies and other sized copies will be charged.
  10. If the records are kept in electronic format, you may request a specific format for delivery, and if feasible, they will be so provided. If the requested format is not deemed feasible, they will be provided either in the electronic format in which they are maintained or in paper format at the requestor’s discretion. In this instance, if an electronic format is selected, the requestor would be responsible to pay the actual cost of the medium upon which the records are placed to fulfill the request (e.g. disc, tape, flash drive, etc.).
  11. BASSC will respond to a written request within five (5) working days. An extension of an additional five (5) working days may be necessary to properly respond.
  12. Records may be inspected or copied. If an inspection of records is desired, an employee of the Cooperative must be present throughout the inspection.
  13. Records will be available as follows:
  14. 7:30 am to 4:00 pm Monday through Friday on school business days

  16. Certain types of information maintained by BASSC are exempt from inspection and copying.
