2010FALL PROPOSED AMENDMENTS

  1. The legislative items will be considered in the order shown below.
  2. Block A will be considered as Omnibus motion, except those specific line numbers pulled for discussion and/or amendment. Within the block, voting members will be given the opportunity to pull items by line number.
  3. Blocks B and C will be considered individually, only if the corresponding sections in R-1 are not approved.
  4. Block D, E and F will be considered individually.
  5. Block G (Housekeeping)will be considered as an omnibus motion, except for those items pulled for discussion. Within the block, voting members will be given the opportunity to pull items.
  6. Items pulled will be considered in numerical order after the respective omnibus motion.
  7. Omnibus motions are in the affirmative as motions to approve the block of items.
  8. Other motions should generally be stated in the affirmative.
  9. Any amendment requires a simple majority vote for approval. The subsequent amended main motion will require the original percentage (2/3). An entirely new item will require 90% for adoption.
  10. If you wish to speak, please raise your hand. Once recognized by the Chair, please stand, identify yourself by name and club.
  11. When a paper (badge) count is used, please raise your hand high and keep it still until the count is complete. During a paper count, please do not move from your original position.
  12. A main motion may only have two amendments pending at any one time.

According to Robert, “an amendment must be germane to be in order. To be germane, an amendment must in some way involve the same question that is raised by the motion to which it is applied. A secondary amendment must relate to the primary amendment in the same way. An amendment cannot introduce an independent question; but an amendment can be hostile to, or even defeat, the spirit of the original motion and still be germane.”

Rationale: To eliminate the Spring House of Delegates Meeting

Current:Southeastern Swimming Bylaws Article 6 (see separate packet)

The annual meeting of the House of Delegates of SES shall be held in the fall of each year. Regular meetings of the House of Delegates shall be held in the spring or in accordance with a schedule adopted by the House of Delegates.

Rationale: Currently sanctioned and approved meets are $50.00. Observed meets off the athletes the same as sanctioned and approved meets. While athletes competing in observed meets do not have to be members of USA Swimming at the time of the swim, their times are eligible for inclusion in the SWIMS database. History has shown that most observed meets are much more time consuming for the Times Chairperson. 4 months were spent collecting fees from teams that did not submit fees with requests. 50% of requests submitted in 2009-2010 were submitted late. Two meets that were approved never submitted results.

Current: 4.1 Sanctions and Approvals

E. The sanction fee required for swim meets is $50.00. Observed meets are $20.00.

Proposed:Fees for Observed Meets are $50.00. Observation fees and request forms are due 10 days prior to the first day of the meet as stipulated by USA Swimming. Late request fees are $75.00. No requests will be granted without fees paid at the time of the request.

Rationale: The Summer (LCM) Southeastern Championships would better line up with Junior/Senior Nationals and allow our Zone team to perform better

Current:The Technical Planning Committee shall set the dates and schedules of meets, time standards, meet program, facility charges, type and order of events and decide upon awards…

Proposed:The Summer (LCM) Southeastern Championships shall be hosted on the third (3rd) weekend in July of each year.

Rationale: The Winter (SCY) Southeastern Championships would better line up with national event schedule and allow coaches to either give families time off over holidays or train. Coaches would have the opportunity to choose to continue a longer short course season or create a longer long course season.

Proposed:The Winter (SCY) Southeastern Championships shall be hosted in December of each year.

Rationale: To allow the athletes with the greatest potential of making finals to get more recovery between sessions

Proposed:Swim the 400 IM, 400/500 Free in the following order: Swim Top 24 circle seeded in 13-14; Top 32 circle seeded in Senior first. All remaining heats in both age groups (13-14, Senior) are combined and swim fastest to slowest.

Rationale: To allow the coaches to make the best decision to swim or not swim relays

Proposed:To swim the fastest heat of 14 & Under relays and the 2 fastest heats of Senior relays slowest to fastest first. All remaining heats swim fastest to slowest.

Proposed:Select the Zone All Star Team using the HyTek power point system.

Rationale: To change the current Zone All Star Team selection to include Spring Southeastern Championships and Spring Sectionals

Current: The Team selection process shall be devised by theTechnical Planning Committee.

Proposed:Select three (3) members of the Zone Team in the 11-12 and 13-14 age groups and four (4) members in the 15-18 age group using the Spring Southeastern Championships and Spring Sectionals swim meets. The members selected at the Spring Southeastern Championships and Spring Sectionals would be chosen on the highest three (3) event point total. The Summer Southeastern Championships and Sectionals selections would be the highest two (2) event point total as well as the current two (2) “wildcard” selections for the 11-12, 13-14 age groups; and the highest three (3) event point total and three (3) “wildcard” selections for the 15-18 age group.
