THE 2013 ADOPTION FOR INSTRUCTIONAL MATERIALS

All writers and publishers of instructional materials including digitalmaterials are invited to submit bids for consideration by the State Board of Education (SBE) for 2013 adoption cycle. Sealed bids must be submitted, in duplicate, and marked Official Instructional Materials Bid. A completed bid affidavit must accompany the sealed bids and will be made part of any contract that may result from this bid. Sealed Bids must be received by the State Instructional Materials Office, 301 Greystone Boulevard, Suite 150, Columbia, South Carolina 29210, on or before12 o'clock noon, March 18, 2013. Bids will be opened in Room 909 at the South Carolina Department of Education, 1429 Senate Street, Columbia, South Carolina 29201.

Additionally, all bidders must provide electronically the bid forms and bid data using the Access database, Excel worksheet, or Word bid forms to Kriss Stewart () on or before 12:00 noon on March18, 2013. Bid and data (Access/Excel) forms for the 2013 Instructional Materials Adoption Cycle are posted on the Web at under “What’s New.”

Recommendations from Instructional Materials Review Panels for the adoption of materials will be submitted for SBE approval on December 11, 2013. Adopted materials for the subject areas listed below will be used in the public schools of South Carolina beginningJune 1, 2014. Effective dates of the contracts will be June1, 2014, through May31, 2020. The SBE, at its option, may terminate the contract in compliance with state law and State Board regulations.

2013SEALED BID FORMS FOR INSTRUCTIONAL MATERIALS

NOTE:The undersigned hereby offers to the State Board of Education of the State of South Carolina the following named instructional material program(s) with student, teacher,and ancillary materials and services.

Materials to accompany or support instructional materials program(s) must be bid on the Sealed Bid Formand listed under the Instructional Materials/Books and identified (i.e. student edition, teacher edition, etc.). Note:SCDE recommends that publishers bid ancillary materials on a per pupil ratio of 1:20 for grades K–2, 1:25 for grades 3–5, and one (1) per teacher for grades 6–12. For materials bid as parallel and/or functional curriculum for children with disabilities, ancillary materials should be provided per classroom and not on a per pupil ratio. Based on school orders, publishers will provide teacher editions at the above-listed ratios to SCDE at its Central Depository location (R. L. Bryan Company). The teacher editions will be bar-coded and shipped to schools according to the ratio guidelines.

The publisher agrees that should lower net wholesale or net wholesale exchange prices f.o.b. publisher's point of shipment (most favored purchaser price) be made or offered by the publisher for sale to any state, city, school, county, dealer or any purchaser on or after June 1,2014 corresponding reductions will be made in the net wholesale and net wholesale exchange prices in this bid. Should the publisher elect to offer as a part of this bid any ancillary materials and/or services such as teachers' editions, teachers’ resource CDs or electronic versions, or in-service training, at no cost or at a reduced cost to any school district in South Carolina which adopts its instructional materials, the publisher must attach a completed Ancillary Materials and Services Bid List designating the terms and charge for such items.

Should any publishing company have plans to publish a later edition of any book/instructional material offered in this bid before June 1, 2014 it is mandatory that complete information concerning the later edition be furnished with the bid and such statement shall become part of the bid.
