20.17 DECLARATIONS OF INTEREST

There were no declarations of interest

21.17 ELECTION OF CHAIRMAN OF THE COUNCIL

Cllr Mrs Jennifer Susan Olivine was elected Chairman of the Council. Members spoke approvingly of the service to the Council of the out-going Chairman, CC Turner

22.17 ELECTION OF VICE-CHAIRMAN OF THE COUNCIL

Cllr George Maurice Barker was elected Vice-Chairman of the Council

23.17 DIVISION AND WARD

Members congratulated CC Turner on his having been elected County Councillor for the Wyre Rural East Division of Lancashire County Council and spoke approvingly of the service to the community of the former member of the County Council for what was then the Garstang Division, CC Mrs Sandra Perkins

The application arose out of an earlier outline application which had been refused by the Planning Authority but permitted on appeal

Barton Village Neighbourhood Area Application consultation

The consultation on the application was running from 11 May to 23 June and a decision will be issued by the respective Planning Authorities, Wyre and Preston, no later than 28 September

27.17 HIGHWAYS, FOOTPATHS, WATERWAYS

The Clerk presented a briefing paper

It was noted that Myerscough College had adopted the section of the Lancaster Canal towpath between the Head Nook and White Horse Lane bridges

28.17 PROPOSED MULTI-USE OPEN SPACE PROJECT AT BILSBORROW SCHOOL

There was a hitch in respect of land ownership

29.17 BILSBORROW RECREATION GROUND

It had been agreed by CC Turner that the rent payable by Bilsborrow Football Club for the use of the football pitch for up to ten ‘home’ matches at the Recreation Ground between May and July 2017 would be £300-00. A personal cheque for this amount had been received recently from a member of the Football Club

The 2018 grass cutting specification may require to be slightly different to that for 2017

30.17 LANCASHIRE BEST KEPT VILLAGE COMPETITION 2017

Judging was to commence on 3 June

31.17 OLD BROCK STATION POCKET NATURE RESERVE

Community Vegetable Garden

Groundworks: Had been attended to by Cllr Collinson using stone supplied by Cllr Robinson

Raised beds: Had been built by Myerscough College students; angle iron is needed at the corners

Soil: Is available locally and might be provided free of charge; Cllr Collinson has the means to transport it

Plants and/or seeds: Are available locally and might be provided free of charge

Picnic table

One of the picnic tables provided by Wyre Council had been damaged by fire. The culprit had been identified and had said he would repair the damage. The Clerk was enquiring of Wyre Council as to metal plates such as those affixed by Wyre to picnic tables at Brock Bottom. Such plates would reduce the risk of fire damage caused by disposable barbecues

Unauthorised camping

Two people had set up camp at the site. This is a civil offence. Police officers had attended; there was no evidence of any criminality

To enquire of the Environment Agency as to responsibility for the dressing of the right bank and to report to the Agency that one willow tree has fallen into the river and that another is growing in the middle of the river nearby

Cllr Mrs Olivine had responded on behalf of the Council to the draft proposals’ consultation
