The overall Hall D development effort was formalized by the signing of Memoranda of Understanding (MOUs) between the collaborating universities and TJNAF Hall D Physics Group. These MOUs are signed by the responsible university personnel to formally state that the university will lend its support to the efforts of the Principal Investigator to fulfill his group’s duties as outlined in the MOUs. Although not legally binding, these MOUs are the formal method established by the DOE and TJNAF management to guide the collaboration between TJNAF and the university groups.

Florida International University is one of the institutions comprising the Hall D Research and Development (R&D) collaboration. The University group with Professor Werner Boeglin as spokesperson has taken responsibility for the Fiber Tracker R&D. Their commitments are outlined in the MOU between the University and TJNAF. Aside from the labor specifically priced in the work breakdown all additional labor, administrative overhead, facilities use charges, and similar overhead-type charges are funded by the university or by other sources.

The FIU group has been involved with the Hall D effort from the beginning and has an intimate knowledge of the needs of the experiment. A university research group possesses unique capabilities which industrial groups do not. The depth of the knowledge of the requirements is the unique capability that is common to those university groups who have signed a MOU with TJNAF. Although this procurement covers a small part of the overall Hall D development effort, there is a complicated interplay among the requirements and constraints of this part and many others. Only a group deeply involved with the Hall D effort has this knowledge.

Summary

The FIU group under the supervision of Professor Boeglin has signed a MOU with TJNAF for the Fiber Tracker R&D. This MOU is a formal statement of joint responsibility between the University and TJNAF, and reflects that the University is the most qualified group within the collaboration to provide this service. The unique R&D nature of these procurements rules out industrial sources. This procurement is cost advantageous to TJNAF because many of the typical industrial overhead charges are borne by the university. Further in order to establish and maintain a research capability employing TJNAF Hall D planned research, TJNAF must maintain a close collaboration with the institutions within the joint effort. This connection can only exist with the institutions that plan to carry out an experimental program at TJNAF.

Based on the unique expertise of the FIU group, their long term involvement in this project, and the commitment of their own resources to offset costs to TJNAF, this warrants selection of Florida International University as a sole source for this procurement.
