Social Welfare Review - a 3 month Consultancy, St Helena Government

St Helena, a remote UK Overseas Territory, is poised for the biggest transformation in the island’s history with the imminent construction of an airport. As the island advances towards economic growth and development, it is recognised that there are vulnerable members of society who might find it difficult to access the opportunities that air access will bring. It is important that a welfare framework is in place so that these disadvantaged members of society are not left behind.

St Helena introduced its first Social Security Ordinance and Regulations (2011) for the administration of benefits on 1st April 2011. This new Social System incorporates Income Related Benefit (IRB), Basic Island Pension (BIP) and Transitional Protection (TP) payments. A

The Consultant will:

  • Provide all encompassing independent reviews, recommendations and operational advice on a wide range of social protection issues including advice on existing Island benefits such as BIP and IRB.
  • Assess implementation and impact of the BIP and IRB and to make recommendations for any improvements that might be required to ensure an effective and efficient benefits system for St Helena
  • Submit specific recommendations and guidelines for up-rating the benefits system with effect from 1st October 2012 in the light of potential policy changes; provide training to staff who will be implementing the changes; compile a short report analysing the benefits system and social protection with recommendations that incorporate the wider legislative, institutional and regulatory environment.

Experience:

  • Significant experience working with benefits/pensions including qualification to Degree level relevant to this space; direct experience of the development of benefits/pensions policy.
  • Excellent management skills with experience of training staff in new policies and procedures, through working with relevant staff and providing on-the-job training as well as through focussed training sessions.
  • Excellent written and oral communication skills with a proven track record of successful policy development within a social welfare context.

Applicants should submit their proposals electronically to by 12 noon BST on 25 May. The proposal should include the CV of the person undertaking the work, the methodology and estimated costs to complete the work within a three-month period (must be completed by mid-September).

Applicants short-listed will be required to make a presentation on 31 May 2012.

The person undertaking the work will be required to have an Enhanced CRB clearance prior to visiting St Helena.
