• The first feature we will be discussing is the Employee Active Payroll Balance Report. This report allows you to perform additional totaling and data manipulation.
• Next we will look at Multiple Enhancements and Reporting tools to support ACA Reporting.
• Then we will look at the PA Residency Certificate that is available in the Portrait Gallery.
• We will then look into Involuntary Deductions and Regional Tax Levies. This is a new feature to support State Tax Levies.
• Next we will look into Third Party Tax filing support for your User Defined Taxes.
• Additionally we will look into a new feature that enables you to Override a defaulted Payment Date during your payroll processing.
• Finally we will look at how to implement Courtesy Taxation.

Slide 6 - Employee Active Payroll Balance Report – Bundle 10

The Employee Active Payroll Balance Report was part of the Patch Bundle 10. You can use this report to assist you in reconciling your periodic payrolls and quarterly or year-end balances. Run this report from the Payroll Checklists work area to generate a pipe-delimited text file of selected payroll balances for employees which can be easily converted to an excel document. The report can be filtered by various levels, such as Federal, State, City, County and School districts. The report can also be filtered by different time frames.

Another of the ACA enhancements pertains to Legal Employer Enhancements for ACA support. When setting up a Legal Employer, new fields can be completed which will carry forward to ACA reporting requirements. These new fields consist of:

Annual Poverty Level Value

Additionally, TRU Enhancements for ACA Support have been added to the TRU setup details to enable more ACA reporting requirements. Specifically, the following fields were added:

Slide 13 - PA Residency Certificate Form Available from Portrait – Bundle 11

Also, as part of the Bundle 11 features, the PA Residency Certificate form available from Portrait enables the employee to view and update their own Pennsylvania Residency Certificate. The form will default the employee and employer information, such as name, address, SSN, and employer FEIN. Employees can now update their resident and work location PSD codes directly on the state PDF form.

Slide 14 - Regional Tax Levy Support – Bundle 15

The Regional Tax Levy Support feature captures regional tax levy liabilities through the new “Regional Tax Levy” secondary classification for Involuntary Deductions. Additionally, taxability rules have been predefined for all 50 states plus Washington DC. Regional tax levy payments are supported on the Third Party Involuntary Payments Extract as part of the Regional Tax Levy overall enhancement.

To simplify tax calculation and quarterly tax filing, you can now include your user-defined taxes on the ADP third party tax filing interface. You will need to use the “Manage Enterprise HCM Information” task in the Workforce Structures area to add the new balances to the US Balance Definition region and then select them for inclusion in the quarterly tax-filing process.
Note: Support for Period Tax filing for user defined taxes was completed in Release 9 Bundle 8.

Slide 16 - Payroll Payment Date Overrides – Bundle 17

You can now customize how you process your payroll payments through the new “Override Payment Date” parameter on the US Simplified Payroll Flow. When there is a date entered on this parameter, the system will use this date as the payment date – overriding the default date on the payroll calendar.

Slide 17 - Courtesy Tax Implementation – Bundle 18

You can now withhold state, county and city taxes for employees living in jurisdictions where such employer withholdings are not required. Setup can be at the PSU, TRU and employee levels. Setup at the TRU level overrides any PSU setup, and overrides at the employee level supersede setups at the PSU and TRU levels. Fusion uses a new feature called “Resident Wage Accumulation Rules” to determine how the result of one tax calculation affects the results of another tax calculation.
