Executive Board By-Laws

Section A - Purpose

1. The intent of the Executive Board By-Laws is to establish procedures for conducting business within the Executive Board. These By-Laws are a supplement to the SBA Constitution used to clarify processes, procedures, and responsibilities of the Executive Board as prescribed in the SBA Constitution. As such, the Executive Board By-Laws must always adhere to the language and intent of the SBA Constitution. If any incongruency arises between the By-Laws and the Constitution, the Constitution will always take precedence.

Section B - Meetings

1. Executive Board meetings will be conducted in accordance with Roberts Rules of Order. If any of the Executive Board By-Laws contradict Roberts Rules of Order, the By-Laws will take precedence. In addition, Roberts Rules of Order may be suspended if there is a simple majority vote by the Executive Board to do so, or if the Executive Board enters executive session.

2. It shall be the responsibility of the Secretary for the SBA Executive Board to manage and establish the following: dates, times, and locations of Executive Board meetings. All Executive Board meetings will be conducted on campus during business hours and in accordance with the SCCSBA Constitution. In the event of meetings running beyond business hours the time constraints may be extended pending a simple majority vote.

3. Any or all students shall be afforded the opportunity to address the Student Executive Board by placing items on the agenda 24 hours in advance. Students who wish to address the Executive Board but are not on the agenda may speak only if the Chair recognizes them or if a member of the Executive Board sponsors them. In addition, items of an emergency nature may be placed on the agenda at the discretion of the Executive Board.

4. As an SBA Executive Board member attending a Student Government meeting or acting in the capacity as an official representative of the SBA Student Government your behavior must be of a professional and courteous demeanor. However, when in meetings without an outside audience, the level of formality will be at the discretion of the chair. When meetings are to be held in the public eye it will be the duty of the individual board member to exhibit a professional appearance. A professional appearance shall be inclusive of maintaining good posture, displaying conservative apparel (meaning that the wearing of lewd or revealing clothing or apparel with racist, sexual, or other inappropriate slogans or designs shall be prohibited at all times), refraining from the eating of food or drink (unless deemed appropriate by the chair), and refraining from the chewing of gum or tobacco. In addition

it will also be the duty of all members present to avoid any unnecessary interruptions of the meeting, thus all cell phones and pagers should be turned off prior to the meeting's opening.

Section C - Quorum

1. If quorum is lost, no official business may take place. The Executive Board may continue to discuss items or hear presentations and may make recommendations for actions to be taken as soon as quorum can be reestablished.

Section D - Attendance

1. In accordance with the SBA Constitution, Executive Board members will be dropped from their roles upon their 2nd unexcused absence of the quarter. The Executive Board will excuse no more than three absences per board member per quarter. Requests for excused absences must be submitted in writing to all Executive Board members within two business days to be considered. No more than three unexcused late arrivals, over fifteen minutes late, are allowed or the individual will be dropped from their role. Up to a one-month excused leave of absence will be granted for medical or legal purposes.

2. Committee meetings (Governance and ARC included) are considered required meetings for attendance as described in the SBA Constitution provided that the committee chair has informed committee members of the date and time of the meetings at least 48 hours in advance. All members of Student Government must provide current contact information to the Secretary. 3. All Executive Board members will maintain an office hour of at least one hour per day every day of the week. This hour will be posted in the Student Government office. No more than three unexcused absences from an office hour will be allowed or the officer will be removed from their role.

Section E - Budget and Finance

1. The Executive Board budget will be allocated according to Article XVIII, Section 2 of the SCCSBA Constitution.

2. The Treasurer will develop the annual funding request to be submitted to the Budget Committee for review in the spring budget process.

Section F – Vacancies


1. Vacancies will be filled in accordance with the SBA Constitution. Section G - Suspension of By-Laws

1. By-Laws may be suspended by a two-thirds vote of the Executive Board

Section H - Amendments

1. Any Executive Board member may propose amendments to these By-Laws. 2. Amendments will become By-Laws upon the approval of the Executive Board by a minimum of a two-thirds vote.
