NOTICE

INVITATION FOR SEALED BIDS

Notice is hereby given that sealed bids to replace the Heating and air pneumatic control systems at the Brunswick County Sheriff's Office, 120 E. Hicks Street, Lawrenceville, Virginia, are being solicited by Brunswick County, Virginia from construction contractors with experience with commercial HVAC systems.

All questions concerning any phase of the work, prior to the submission of the bid, should be presented to Sheriff Brian K. Roberts at (434) 848-3133. Questions concerning the bidding process should be presented to Tammy Newcomb, Assistant to the County Administrator at (434) 848-3107.

Sealed bids will be received at the Brunswick County Administration Office, 100 Tobacco Street, Suite 102, P.O. Box 399, Lawrenceville, VA 23868, until 1:00 p.m. on Monday, March 18, 2013. Bids received after this date and time will be returned to the Bidder unopened. Bids from responsible and responsive bidders will be publicly opened and read aloud on Wednesday, March 20, 2013, at 10:00 a.m.

Bids are to be submitted to the attention of Charlette T. Woolridge, County Administrator, in sealed envelopes bearing the name and address of the Bidder and the due date. Additionally, the envelope must be clearly marked as “HEATING AND AIR PNEUMATIC CONTROL SYSTEM FOR COUNTY SHERIFF'S OFFICE.” Bids by telephone, telegraph, facsimile or email will not be accepted. Bidders who do not meet the qualifications contained in the Invitation for Bid will not be considered.

Bid documents are available for viewing at 15 locations throughout Virginia and online at www.brunswickco.com.

Brunswick County does not discriminate in the solicitation or awarding of contracts on the basis of race, religion, faith-based organizations, color, national origin, age, disability, veterans status, or any other basis prohibited by law. Bidders, and their suppliers and subcontractors, are required to comply with the provisions of the Code of Virginia, Section 2.2-4311 with regards to non-discrimination in employment. Procurement contracts shall be subject to the General Terms and Conditions of the County of Brunswick.

Brunswick County reserves the right to cancel or reject any and all bids and to waive any informalities in bids. If the bid from the lowest responsive, responsible bidder exceeds available funds, the Owner reserves the right to negotiate with the lowest bidder per Section 2.2-4318 of the Code of Virginia.

The Owner intends to enter into a single stipulated sum contract. Bid security in the form of an approved Bid Bond or a certified check for five percent (5%) of the Base Bid amount and all alternate bid amounts, payable to Brunswick County, Virginia, will be required. If a contract is let, a Performance Bond and a Payment Bond each in the amount of one hundred percent (100%) of the contract amount shall be required of the successful Contractor.

The Contract shall be awarded to the responsive and responsible Bidder who submits the lowest bid for the work identified in the "Scope of Work" section in the Bid documents.

Bids may not be modified, withdrawn or cancelled by the Bidder for sixty calendar (60) days following the actual date of opening thereof, except as provided in the Code of Virginia, Virginia Public Procurement Act, Chapter 7, Section 11-54A(i). The Notice to Proceed can be issued anytime within the 60 day bid hold period without a cause for delay.
