France and England were involved in a war in the early 1800s (Napoleonic Wars), so they took aggressive actions against one another militarily and politically. America, being neutral and weak, was caught in the middle.

  • BerlinMilan Decrees –Napoleon said that no European nation can trade with the United Kingdom. At this time Napoleon had taken over a large portion of Europe
  • Orders in Council – English blockade of seaports of France and her allies.

American merchant ships would be raided by European navies and cargo would be seized. Also, the British would impress American sailors to help staff their navy. America did not like this.

  • Non-intercourse Act – American law that (effectively) forbade trade with England and France
  • Macon’s Bill No 2 – America was having financial difficulties so they open up trade to both France and England. However, they announce that if either France or England ends their raids on American shipping, the US will continue to trade with their country and suspend trade with the other. France agrees to this and America suspends trade with England, creating additional tensions between the two.
