Fire Drill Policy

24 HOUR RESIDENTIAL LOCATIONS

1)All 24-hour staffed homes will conduct a minimum of four Fire Drills per year. These four assigned Fire Drills are to be completed during the first week of each Quarter beginning with January, April, July, and October.A completed Fire Drill Form will be submitted to ServiceNet administration by the 7th of the month they are conducted.

2)A Fire Drill must be conducted within 24-hours whenever a new resident moves into a home. This Fire Drill does not replace any of the four assigned Fire Drills.

3)Two of the assigned Fire Drills, January and July, will be designated to occur when all individuals are awake.

4)Two of the assigned Fire Drills, April and October, will be designated to occur when all individuals are asleep. The Fire Drills assigned during asleep hours will be conducted either 30 minutes after all individuals typically go to bed, or 30 minutes before all individuals typically awaken.

5)All Individuals who reside in the home must be present when the Fire Drill is conducted.

6)The number of staff who are present when the Fire Drill is conducted, must be in accordance with the amount of staff identified in the site’s Emergency Evacuation Safety Plan.

7)Residential Staff conducting the drill will immediately complete the Fire Drill form and submit it to the Program Director for review.

8)The Program Director will review the completed form to check for accuracy and ensure all individuals evacuated the home within 2.5 minutes.

9)ServiceNet administration will review each Fire Drill by the 14th of each month they are submitted. Following a review by the administration, the date Fire Drill will be recorded in the Residential Database.

SHAREDLIVING/PLACEMENT SERVICES

1)All Shared Living placements will conduct a minimum of two Fire Drills per year. These two assigned Fire Drills are to be completed during the first week of the Quarter beginning with April and October. The April Fire Drill will be during awake hours and the October Fire Drill will be during asleep hours.

2)A Fire Drill must be conducted within 24-hours whenever a new resident moves into a home. This Fire Drill does not replace any of the two assigned Fire Drills.

3)All people who reside in the home must be present when the Fire Drill is conducted.

4)The Fire Drills will be conducted by the Shared Living Provider who will immediately complete the Fire Drill form and submit it to the Program Director for review.

5)The Program Director will review the completed form to check for accuracy and ensure all individuals evacuated the home within 2.5 minutes. A successfully completed Fire Drill will be submitted to ServiceNet administration by the 7th of the month they are conducted.

6)ServiceNet administration will review each Fire Drill by the 14th of each month they are submitted. Following a review by the administration, the date Fire Drill will be recorded in the Residential Database.

LESS THAN 24 HOUR SERVICES

1)Individuals who reside in the community and receive less than 24 hour supports are not required to participate in Fire Drills.

2)All individuals who receive less than 24 hour supports will receive annual Fire Safety Training from the residential support staff, which will include; a review of all the evacuation routes from their home, how to use a fire extinguisher, a test of their home’s smoke/fire alarms, and replacement of the smoke/fire alarm batteries.

UNSUCCESSFUL FIRE DRILLS

1)When any individual fails to evacuate from the home in less than 2.5 minutes during a Fire Drill, the staff should complete the Fire Drill form and indicate the cause of the unsuccessful drill.

2)If the Fire Drill is unsuccessful due to behavioral or cognitive reasons (refusals to participate, excessive agitation, lack of awareness, etc…) the Program Director will notify the Clinical Director and the Director of Operations within 24 hours. A meeting will be held within one week to discuss new approaches and a new drill will be conducted once an approach is agreed upon. This process will repeat until an appropriate outcome is achieved.

3)If the Fire Drill is unsuccessful due to physical health or environmental conditions (person sleeps too soundly, bedroom is too far from egress, intense physical assistance is required, etc…) the Program Director will schedule a second Fire Drill within 24 hours, which they will be present at to observe the causes of the unsuccessful evacuation. If this second Fire Drill is unsuccessful, the Program Director will immediately notify the Director of Operations to discuss and implement necessary measures required for an evacuation to occur in less than 2.5 minutes.
