Post:Country Representative - Tanzania

Location:Dar es Salaam with internal, and occasionally, regional travel

Purpose:The Country Representativeis responsible for leading on and being accountable for all functions of the Sense International Tanzania office. The position provides the strategic vision and direction for the work in Tanzaniaand is responsible for the overall budget, planning, financial control, management and implementation of Sense International programmes and advocacy in Tanzania.

Reports to:Regional Development Manager – East Africa

Responsible for: The CBE Officer; Finance and Administration Officer

Key responsibilities:

Specifically to:

  • Develop annual and multi-year plans and budgets, monitor implementation, and produce quality and timely programme and financial reports to share with the region, UK HQ and other donors where necessary,
  • To ensure the maintenance of and adherence to the established financial systems and procedures for Sense International
  • Build the capacity of partner organizations through training and networking, to deliver of high quality services.
  • Engage with government and NGOs to mainstream programmes for deafblind people and foster the development of networks of parents, deafblind people, and professionals.
  • Train government institutions and representatives in deafblindness, helping them to plan their structures, services and policies to include deafblindness.
  • Develop and deliver an advocacy strategy to promote the rights of persons with deafblindness (and persons with disabilities in general) in Tanzania, engaging in e.g., lobbying, media work, and coalition work. Promote Sense International programme models to government and ensure that deafblindness is on the national and local agenda.
  • Partner with national and international NGOs based in Tanzania, NGO networks and coalitions, and community-based groups (e.g., DPOs) to advocate for the rights of persons with disabilities, ensuring awareness of deafblind issues as well as broader disability issues.
  • To raise awareness of deafblindness amongst government, parents, professionals, and associations.
  • Participate in Sense International Advocacy Skype Group meetings and activities to share information on advocacy across country programmes and to work on shared objectives across Sense International.
  • Lead in the recruitment of in-country staff, in consultation with the Regional Development Manager – East Africa.
  • Lead in-country fundraising proposals and participate in regional proposals.
  • Take responsibility for in-country grant management, in particular project planning, monitoring and evaluation, and compliance to grant guidelines/conditions.
  • Establish positive working relations with other organisations and identify new potential partners who implement initiatives that deafblindness can be included in.
  • Keep the Regional Development Manager – East Africa informed of all developments within the Sense International Tanzania programme of work, including giving recommendations on local governance issues.
