General Functions:

The Director of Human Resources is responsible for the daily internal operation of human resources services at CITC.In addition, this potion reports to the CFO/EVP and serves as a member of the CITC Leadership Council.

Duties and Responsibilities, including but not limited to:

  • Provide leadership and support to assist department managers solve problems and enhance program services.
  • Promote an environment where staff works in partnership to provide the best environment possible for both our staff and our participants.
  • Serve as an active member of the CITC Leadership Council (CLC).
  • Manage the budget of human resources department.
  • Ensure that team is Mission and Vision focused and models CITC’s values.
  • Manage the annual benefit’s enrollment/programs.
  • Manage compliance with changes in State and Federal laws impacting personnel policies and procedures.

Human Resources:

Talent Management

  • Manage staffing process, from recruiting through to hiring and on-boarding.
  • Administer, monitor and develop policies and ensure that staff are adequately trained on all policies.
  • Develop, implement, and manage innovative staff training and professional development, including developing workshops for staff and coordinating mandatory training.
  • In partnership with CFO/EVP, develop and oversee the administration of a benefits package for employees that aligns with CITC’s values and staffing needs.
  • Performance Management, including managing the performance evaluation process; assisting supervisors with coaching, counseling, disciplinary actions and terminations; and consulting with all staff members on performance enhancement.

HR Administration

  • Ensure the HR Department carries out the HR function with controls that are balanced to ensure compliance while maintaining adequate operations support for CITC programs.
  • Ensure Human Resource Information System (HRIS) is maintained and updated timely and accurately, including the electronic file systems, e-training modules and other electronic resources managed by the HR department.
  • Compensation and salary administration, including developing and administering salary structures.
  • Management of the payroll processing and reporting functions are carried out in a timely manner.
  • Responsible for all benefits compliance reporting.
  • Maintains knowledge of industry trends and employment legislation and ensures CITC HR staff are adequately train in these areas.
  • Ensure that CITC policies and practices comply with Wage & Hour, HIPAA, FMLA, EEO, ADA and any other relevant laws & regulations.
  • Communicates changes in CITC personnel policies and procedures with CITC staff and offers guidance to programs in implementation.
  • Facilitate the development and management of employee benefits, programs, activities and policies that work to continually improve CITC’s work environment for the employees.
  • Board presentation of strategic HR matters as requested.

HR Strategic Partnerships

  • Work with the CITC Leadership Council to develop policies and direct the Human Resource Team in the administration and implementation of the policies.
  • Serves as reference to management and staff for policy questions and; assists the President/CEO in implementing corporate policies.
  • Work in cooperation with Institutional Advancement and Programs to develop and deploy effective employee communications strategies.
  • Work in cooperation with accounting to ensure payroll and benefits administration supports compliance with GAAP and grant compliance standards.

  • Thorough knowledge of Wage & Hour laws, HIPAA, FMLA, EEO, ADA and any and all other relevant laws and regulations.
  • Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.

Qualifications:

  • Bachelor degree in Business, Human Resources or related field.
  • Five to seven years of progressive Human Resources and/or Administrative experience required.
  • Three to five years of senior management or related leadership experience required.
  • Minimum of 3 years supervisory experience that includes hiring, firing and dealing with personnel issues.
  • SPHR and/or SHRM-SCP preferred.
  • Valid Alaska driver’s license (or ability to obtain one upon hire).
  • Continued employment is contingent upon receipt of a satisfactory report from a state and federal background check.
