Central London Forward Working Capital Programme: Phase 1 Expression of Interest Form

Purpose of this Expression of Interest form

Seetec is seeking expressions of interest from employment support providers, with expertise in supporting Employment Support Allowance customers in the following London boroughs:

·  Camden

·  City of London

·  City of Westminster

·  Islington

·  Royal Borough of Kensington and Chelsea

·  Lambeth

·  Southwark

·  Wandsworth

At this stage, we are developing our Working Capital delivery model, and so the Phase 1 Expression of Interest form will enable Seetec to identify providers that are able to support our bid in the above boroughs by capturing information on capacity, experience and track record. We have also provided opportunity for new or young organisations to demonstrate their capacity and ability to support our provision.

Opportunity overview -

As part of the London Growth Deal, Central London Forward (CLF) is working in partnership with London Councils, the Mayor of London, the London Enterprise Panel (LEP) and Government on Working Capital, a pioneering, five-year £11m initiative to trial a new approach to support 3,860 long-term unemployed clients in central London.

The service will be provided to residents of the CLF boroughs who:

·  Are claiming ESA and have been assigned to the Work Related Activity Group (WRAG);

·  Have left the Work Programme without securing sustained work;

·  Have been referred to Working Capital by Jobcentre Plus when they have left the Work Programme as a mandatory work related activity.

What will Working Capital delivery entail?

·  On leaving the Work Programme, eligible clients will be randomly referred by Jobcentre Plus either to Working Capital or to a control group who will receive standard Jobcentre Plus support.

·  Building on learning from locally led programmes e.g. Family Recovery.

·  A multi-skilled caseworker will provide specialist assistance to clients including health related support appropriate to the needs of the client group and job brokerage and matching where these are not easily accessible locally and will manage a budget to support the eligible costs of client’s participating in Working Capital.

·  Caseworkers will be embedded within relevant teams at each of the CLF councils to help them access and navigate the support available from local services and organisations, such as housing, health and children’s services, in order to provide clients with all-round assistance.

·  Integrating personalised support for the client with existing council, health and voluntary sector services

·  Caseworkers will support clients to develop and implement an individual action plan to support them in moving towards and gaining sustained employment.

Performance metrics

·  3,860 clients will receive support over a period of five years starting in Spring 2015.

·  Clients will receive a minimum of twelve months support and a further six months of in-work support should they secure employment.

·  The contract will last up to a further three months to allow for programme closure.

·  There is no guarantee of the number of the referrals by JCP because of the difficulty of projecting Work Programme off- flows in later years and that as the budget is fixed there will be an upper limit on payments to the MA.

·  CLF and Government expect the trial to show a significant improvement of at least 3-5% compared to ‘business as usual’ provision, with an aspiration of supporting 15% of participants into sustained employment; well above the current performance of the Work Programme.
