Consultant: Adolescent Development Project
1. Purpose of Consultancy
The purpose of this consultancy is to support UNICEF in coordinating, planning, monitoring and reporting on the ‘Working together for adolescent development in Suriname’ Project.
2. Duties and responsibilities
Specifically the consultant will:
· Ensure the availability of accurate, complete and up-to-date information required for effective Adolescent project design/planning, implementation, monitoring and reporting of the Adolescent Project.
o Prepare project work plans and progress reports in a timely manner, and provide effective technical assistance related to project documentation.
o Support in compilation of best practices to be used as evidence and policy advice and in preparing policy briefs/advocacy documents, analytical reviews/the outcomes and impact of the Project at internal and external fora
o Support in appropriateness and completeness of financial and supply documentation, transactions
· Support UNICEF Sectoral team in coordinating, implementation and monitoring of the Adolescent Project
o Establishing the baseline of the situation of adolescents in the pilot sites
o Periodic review and monitoring of key indicators for the various programme interventions
o Coordinating quarterly joint monitoring of the pilot interventions to ensure that standard indicators are collected, reviewed and utilised for strengthening programme interventions on an ongoing basis.
· Liaise with the Presidential Task Force and other partners to ensure effective coordination and monitoring at national and pilot site level, and effective implementation of prioritized activities as per the Integrated Adolescent Framework.
3. Deliverables
The task of the Adolescent Development Project Coordinator will be to secure achievement before the end of the assignment of all the anticipated project outputs and set of final deliverables as defined below. Specific Monthly Deliverables will be defined every quarter and refined at the beginning of the month.
1). Programme/Project Management
· Ensure the availability of accurate, complete and up-to-date information required for effective Adolescent project design/planning, implementation, monitoring and reporting of the ‘Working Together for Adolescents Development in Suriname’s Project.
o Monthly progress reports reviewing prioritized interventions and monitoring key indicators for the various programme interventions
o Effective technical assistance related to project documentation (national and local level)
o Compilation of best practices to be used as evidence and policy advice and in preparing policy briefs/advocacy documents, analytical reviews/the outcomes and impact of the Project at internal and external fora
o Support in appropriateness and completeness of financial and supply documentation, transactions
4. Skills and previous experience
· A minimum of five years working experience in management and administration of projects
o Proven experience in coordinating GoS/NGO porgrammes
· Proven ability to coordinate and effectively communicate with multiple organizations
· Proven knowledge of / working experience within the Surinamese context and understanding of the Surinamese sector specific situation, with a particular knowledge of the situation in the interior and disadvantaged areas
· Excellent communication skills in Dutch, English and Saramacan are essential; other Surinamese local languages an asset
· Willingness to travel and work in the interior districts including the pilot sites
5. Duration of Assignment
This fulltime consultancy contract will cover a period from October 13 2014 – September 11 2015.
6. Duty Station
Paramaribo, Suriname. The consultant will be office-based with space in UNICEF Suriname office but will be closely liaising with all GoS Sectors
QUALIFICATIONS:
Advanced university degree in social sciences, statistics, planning, and development.
EXPERIENCE:
Five years professional work experience in programme development and implementation including monitoring and evaluation activities.
LANGUAGES:
Excellent communication skills in Dutch, English and Saramacan are essential; other Surinamese local languages an asset
