JOB TITLE: HR Manager

SECTION: Human Resources

SCALE POINT RANGE: 33 – 36 (£29,914 - £32,155)

RESPONSIBLE TO: Principal

Main Responsibilities

The HR Manager will provide advice, guidance and support to the College Management team and to staff in a wide range of complex HR scenarios. Will provide advice and solutions to a range of structural and cultural issues and be a change and cultural development champion within the Management Team.

Duties

1.  To provide advice, guidance and advise and support to College Management in the application of all HR Policies, processes and procedures.

2.  To design, review and maintain all College HR Policies in line with legislative requirements.

3.  To design, review and maintain effective recruitment and retention policies.

4.  To design and implement an employee engagement strategy and to respond to feedback from employees. To develop and foster good employee relations with Trades Unions and Employee Representatives. To promote consultation in change issues.

5.  To advise, support and coach line managers in a range of complex HR scenarios.

6.  To advise and support the Senior Management Team in Organisational, Cultural and Structural design issues.

7.  To oversee the administration and maintenance of the College Human Resource database (CHRIS) relating to personnel and salary details.

8.  To enable staff development through the design of appropriate appraisal and CPD processes, including record keeping.

9.  To coach and guide line managers in a range of HR related decisions.

10. To provide a high quality core HR Service through the effective management and development of a small HR Team.

·  Implements customer feedback systems and responds to findings

Communication- level 2

·  Uses appropriate methods to check that communications have been understood

·  Ensures that people are regularly informed and have the opportunity to discuss their views

·  Ensures that information and data being communicated is current, correct and complete

·  Facilitates communication across their section and acts as an adviser

·  Ensures key messages are communicated effectively at all levels

·  Promotes good working relationships, responding quickly to deal with any breakdowns in communication

·  Encourages a culture where effective communication is used as part of the daily working pattern

·  Demonstrates very strong presentational skills

Team Working- level 2

·  Builds wide networks of relationships to support College goals

Personal summary

HND/Diploma in Management or CIPD Advanced Diploma preferred

Minimum 2 years experience working in a complex and innovative HR environment essential

Driving License essential

KEY TERMS AND CONDITIONS OF EMPLOYMENT

Hours of Work / A full-time working week is one of 35 hours. This will include evening and weekend work. You may be required to work additional hours to meet service requirements.
Holidays / 34 days in a full year (inclusive of 14 public/general holidays), increasing to 39 days over 5 years service.
Salary / The appointment will be on the support staff salary scale in the range of points 33 – 36 ((£29,914 - £32,155). Initial appointment within the range will be dependant upon experience.
Location / The position will be based at The main campus in Thurso but you may be required to work from any College site.
Pension / You will be entitled to join the Local Government Pension Scheme. Further details are available on joining.
References/ Medical Assessment/ PVG Scheme. / For external candidates appointment will be subject to references, medical assessment and a PVG check all of which will be taken up after an offer has been made.
