Coordinate the type of opening with the information in Instructions to Bidders.

TheOwnerwill receive sealed bids for construction of New Primary Clarifier No. 1 at the WWTF located at4430 Rifle Range Road, Vicksburg, MS. Owner will receive Bidsat the City Clerk’s Office,City Hall, City of Vicksburg,1401 Walnut Street, until 9:00 AMlocal time on the 10th day of January , 2017. All Bids so received will be publicly opened and read aloud at the meeting of the Mayor and Board of Alderman at 10:00 AM, on the 10th day of January , 2017, at the Board Room located in the Neil Building at 1415 Walnut Street, Vicksburg, MS. Bids not received by the indicated time will not be opened.

Bidders are cautioned that the City Clerk does not receive the Daily U.S. Postal Service mail on or before 9:00 AM. Bids will be time-stamped upon receipt according to City Clerk’s clock.

Briefly describe building, structure or Project size and material composition. The following examples describe to potential Bidders the scope of the Contract:

Two new primary clarifiers, furnished and installed complete with all supports, electric drive units, sludge and scum collectors, effluent collectors, sludge pumps, mechanical equipment, electrical work, and appurtenances ready for operation.

Two-level parking concrete substructure, one street-level exterior accessed public plaza, six-story cast-in-place concrete superstructure with glazed wall cladding, one steel-framed metal-clad penthouse, 85,000 sq ft gross area above grade, 40 parking stalls below grade.

Project Description:The project shall consist of demolition and replacement of one (1) primary clarifier, and associated appurtenances at the Wastewater Treatment Facility.

Owner requires the Project to be completed in 210calendar days.

Bidding Documents for a Unit Price contract are being made available via original paper copy through Plan House Printing. Persons interested in obtaining plans and specifications are required to register an account at to view and order Bid Documents. A valid email address is required for registration. Bid documents may be obtained at the above location upon payment of $150.00 (which is non-refundable) and must be purchased through the website or by phone. Bidders may view the Bid Documents at the office of the Owner (City Clerk’s Office),office of the Engineer, and at participating Construction Association plan rooms.

Bidders will be required to provide Bid security in the amount of 5% of the bid.

The option in the following Paragraph is intended where special preprinted Bid Forms will be used.

The following Paragraph requires specific statements in the Bid Form.

Your Bid will be required to be submitted under a condition of irrevocability for a period of 60 days after submission.

Section 3 of the Housing and Urban Development Act of 1968 requires that the City and contractors participating in CDBG projects give opportunities for job training and employment to lower income residents of the Section 3 area which is defined as the corporate limits of Vicksburg. Section 3 requires that “to the maximum extent feasible”, contracts be awarded to business concerns that are located in or owned in substantial part by persons residing in the Section 3 area.

The City hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to the notice, disadvantaged, and women’s business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The City furthers its support of Fair Housing and Equal Opportunity for all individuals.
