Secondment of Local Partnership Lead for ACEs, Policing and Partners

As a result of the successful Police Transformation bid to the Home Office, an exciting opportunity has arisen for an experienced local partner to join a new local programme delivery team in South WalesPolice as the local partnership delivery lead for ACEs.

The aim of the programme is to transform policing vulnerability to a multi-agency, ACE informed approach that enables early intervention and root cause prevention.

This role will be a key and integral part of achieving locally the following programme objectives in South Walespolice:

Objective 1
A competent and confident workforce to respond more effectively to vulnerability using an ACE informed approach in both fast and slow time policing.

Objective 2

Organisational capacity and capability which proactively meets changing demands.

Objective 3

A 24/7 single integrated ‘front door’ for vulnerability that signposts, supports and safeguards encompassing ‘blue light’, welfare and health services.

Objective 4

A whole system response to vulnerability by implementing ACE informed approaches for operational policing and key partners.

Whilst the funding for this programme is via the PTF, the ethos of the programme is a joint and equal partnership approach with the overarching approach being a public health one.

The successful candidate will work closely with the local delivery policing lead and, together, identify and develop opportunities within all statutory and non-statutory local agencies to embed early intervention pathways within existing structures.

The successful post holder will be required to work closely with both statutory and non-statutoryregional partners in order to identify and develop a network of operational and tactical leads from key partnership backgrounds who will be able to cross pollinate and share good practice within those thematic work streams across the region and linking in with the national team.

Organisational empathy and understanding across all services is critical.

The successful candidate will be able to influence and negotiate with key local partners in order to promote the ACE agendaand will be able to demonstrate proven experience of delivering change involving a number of agencies on a regional basis.

The successful candidate will be required to regularly and accurately report into to the national partnership lead within the national team and share learning on an all Wales basis.

Key responsibilities will include:

  • Lead on the partner element of development and delivery of the programme on a local (regional) basis, working closely with the local police lead, programme support and communication lead.
  • Lead and facilitate effective liaison between local (regional) statutory and non- statutory partners, identifying, developing and establishing opportunities to shape and successfully embed change in accordance with the strategic objectives
  • Work closely with the national partnership lead to ensure a consistent, coherent and mutually beneficial approach to service delivery is established across Wales
  • Work with key partners to establish robust data sharing for the purpose of the programme between health, police and other relevant agencies on ACEs
  • Work collegially with local (regional) key partners to ensure alignment of priorities and identification of future collaborative opportunities
  • Together with the local policing lead, ensure robust governance arrangements are maintained to ensure successful delivery of the programme
  • Together with the local policing lead, provide high quality reports, advice and information, reporting to the local strategic governance board the progress of delivering the agreed work programme.
  • Identify joint working opportunities across a wider partnership landscape and work with the local policing lead to develop these opportunities
  • Provide an understanding, insight and links with other ACE related programmes of work in policing across the UK and support the development of an ACE learning network

In order for candidates’ expression of interest to be considered, you must have the unequivocal support of your employing organisation and agreement for your time to be fully committed to the programme.

The post will be part of the Local Delivery Team based within SouthWales Police and the base for the role will be negotiable, although a willingness to travel frequently across the South WalesPolice area and, where necessary,Wales more generally is essential. The programme will run between December 2017 until September 2020 and commitment to this time period is essential.

The amount of renumeration that is available for this post is up to £68,900 (including on costs)

Accountable to: National Partnership Lead

Responsible for: Leadership and development of integrated working at a local level across multiple organisations for Public Health and Policing in Wales

Other Key Relationships: Local Police Lead, OPCC SPOC

Essential criteria:

  • A strong leader displaying a vision, passion and proven ability of working collaboratively
  • Highly developed and in-depth specialist knowledge gained through experience at a senior level
  • High level of expert knowledge of health, police and other related organisations, policies and legislation, as well as a thorough understanding of local political networks and infrastructure.
  • Experience and highly developed knowledge of communication methods and stakeholder engagement at all levels
  • Experience of building strong relationships with third sector, local authorities and other key partners
  • Experience of influencing policy and culture change
  • Experience of chairing multiagency groups at a senior level and both facilitating and leading discussions
  • Able to travel to locations across Wales and outside of Wales
