SAFETY REGULATIONS

All standards discussed include the operation of any and all motor vehicles on the Campus of Terrell State Hospital unless specified otherwise.

All operators of all vehicles (including visitors, vendors, contractors, and staff) shall comply with all applicable State and facility traffic requirements, including adherence to traffic control signs, on the facility grounds.

PRIVATE MOTOR VEHICLES

  • The operation of private vehicles, on the TerrellStateHospital campus is a privilege, not a right.
  • The private vehicle must be in a safe operating condition.
  • All private vehicles must be in compliance with all applicable state laws and TerrellStateHospital policies.
  • All operators of all motor vehicles on the TSH campus will possess a current, valid state driver’s license for the state of their legal residence and for the type of vehicle being operated.
  • All privately owned vehicles operated by hospital employees and volunteers shall be registered with the Security Department and shall display the appropriate registration permit (STUDENT PARKING PERMIT).
  • All vehicles shall be currently registered and display the applicable current registration permit for the state of their legal residence.
  • All vehicles operated on the hospital grounds shall display a current, valid, Motor Vehicle Inspection (MVI) sticker, as required by the applicable law of the state of registration.
  • All operators of vehicles operated on the campus, or in connection with official business, shall possess a valid insurance certificate for the vehicle being operated.
  • Proof of minimal auto liability insurance is required to operate your private vehicle on campus.
  • Obey posted campus speed limits. Speed limit on TSH roads is 15 MPH. When passing pedestrians the speed limit is 5MPH.
  • All operators of vehicles equipped with seat belts, as required by state law, will wear the seat belts when operating a vehicle on campus.
  • All vehicle doors shall be locked when in use or parked.
  • All vehicle operators will retain possession of vehicle keys and will not leave the key in an unattended vehicle. No vehicle will be left with the engine running and unattended.
  • Windows on all parked vehicles will be rolled up to a point restricting access to the interior of the vehicle. All parked vehicles will be locked when not attended.

DESIGNATED PARKING AREAS

The hospital provides designated parking areas for vehicles. Vehicles will park only in designated parking places. Parking violations include:

  • Parking in an area posted as “No Parking”
  • Not parking within the lines of a designated parking space
  • Parking in a fire lane
  • Parking on the grass
  • Parking on a sidewalk
  • Parking in a reserved or restricted parking zone
  • Parking in a designated Handicap space without the proper state permit or in violation of the provisions of the permit.

MISCELLANEOUS TRAFFIC POLICIES

  • Pedestrians have the right-of-way at all times.
  • Exposed cargo areas of vehicles (such as the beds of pick-up trucks) will not contain any items which might cause a safety hazard (i.e. ropes, saws, wire, cans containing gasoline, etc.).
  • Persons riding in the back of trucks must sit within the confines of the bed and not stand or sit on the side walls, wheelwells, or the tailgate while the vehicle is moving.
  • Vehicles equipped with tailgate lifts shall have the lift in a closed position at all times while the vehicle is being driven.
  • All motor vehicle accidents shall be immediately reported to the Security Department.
  • Fire-arms, non-prescription controlled substances, alcoholic beverages, and illicit narcotics are prohibited on the hospital grounds.
  • There may be times and circumstances when access to the hospital campus may be restricted. This will generally occur during times of disaster or other events of such magnitude that access is deemed a hazard.
  • The Security Department staff may issue traffic citations to those motorists who fail to adhere to the standards listed herein.
