THE EFFECTIVENESS OF THE ACTIVITIES OF THE EXECUTIVE BODIES OF THE CONSTITUENT ENTITIES OF THE RUSSIAN FEDERATION AS THE BASIS OF SUSTAINABLE DEVELOPMENT OF SOCIETY

In the article the analysis of methods for evaluating the performance of the executive authorities of the constituent entities of the Russian Federation. Attention is drawn to the normative-legal framework enshrining the principles and assessment criteria, indicators, underlying this methodology. The results of the analysis showed that the evaluation system does not give objective presentation of the real effectiveness of executive power at the regional level. There are a number of issues both in the idea methodology, and implementation. The technique is based on the principle of the universality of the approach to assessment of the work of the executive authorities in different regions without taking into account their specificity; uses a number of summary measures not directly related to the work of the regional authorities; is not protected from the risk of incorrect data from subjects; does not lead to any significant results in the practice of public administration. In view of the identified problems made a number of proposals for the improvement of assessment methods.

The article deals with actual problems of enterprise development in catering, the analysis of the main indicators of activity of the enterprises of public catering, peculiarities influence the food embargo on foodservice, identified the consequences of its introduction to the industry and presents possible ways of solving this problem, affected by substitution processes prohibited products. As a promising directions for enterprise development proposed the idea of opening enterprises of domestic fast food.

Abstract.Subject/theme: the subject of the article reflects another stage of general study, which explores the essential properties of the aggregate limit of economic, political, institutional, social and other relations arising in society during the natural process of reproduction, distribution, Exchange, and consumption of material goods, and which is regarded by the author against the background of the formation of initial conditions for cyclical instability.

Goals/objectives. The intent of this step is to obtain the results of the analysis of scientific ideas, concepts and theories contained in the works of Russian and foreign scientists on problems of economic instability, which can be used in refining the essence and content of concepts with a view to creating an adequate approach to the study of factors of instability, as well as modelling environment for maintaining macroeconomic balance.

Methodology. During the analysis of existing scientific interpretations of economic instability, an attempt was made to study aspects of the problem from a scientific and methodological point of view. Using the tools of structural-logical and systemic approaches allowed to consider and provide the desired issue in development and relationship.

The results.Fleshed out the concept of "factor", "economy" and "instability". The analysis illustrated that the financial crisis accelerated in the form of fluctuations in business activity or the economy really got recognized status and scientific concept of this phenomenon have been successfully integrated into the Western scholars, where occupied a special place, however precise definitions. The phenomenon of financial accelerator in the form of sustainable concepts and theoretical models are heavily used, however, in the works of Western economists on cyclical instability cannot locate the exact description of the nature of the origin of such financial instruments.

In economic systems little examined the availability of a regime of preventive alert, which is a consequence of the influence a huge number of uncertainties. This mode is characterized by low efficiency of the classical methods of mathematical modeling and other formal decision-making methods.
