Job Purpose
·  To assist the Development Management Group Leader in the delivery of Building Control Services in all parts of the borough
·  Delivery of an effective and appropriate service to all service users, fairly and without discrimination.
Main Duties and Responsibilities
1. / To lead and manage a team of professional building control officers and technical staff in accordance with adopted service standards and defined performance indicators, particular ensuring that all quantitative and qualitative performance indicators relating to building control are met.
2. / To deliver the Building Control function in relation to the control of all types of development in the borough, but with specific responsibility for major and/or technically demanding developments. In particular:
a)  Setting of fees and their review for all types of building control applications and ensuring compliance with the requirement for the fees to balance with costs over a three year rolling period;
b)  assessment of plans relating to proposed development and other information that comprise applications for building regulations consent in order to determine whether or not they are in compliance with the Building Regulations and associated legislation;
c)  consultation and negotiation with stakeholders and other contacts listed above in procuring compliance of development with the Building Regulations and associated legislation;
d)  responding to queries from elected members and others regarding detailed proposals and assisting in their understanding of Building Regulations issues;
e)  assessing the merit of submissions for relaxation of the regulations as part of the application process for building regulations consent;
f)  making decisions and determinations of applications for Building Regulations consent on behalf of the Head of Planning and Regeneration;
g)  implementation of inspection programmes and reports relating thereto in respect of construction work associated with new development, and the assessment of work for compliance with Building Regulations and associated legislation;
h)  negotiation with contractors and others on the procuring the compliance of non-conforming development with the requirements of Building Regulations and associated legislation.
3. / To assist the Group Leader in formulating and implementing an marketing Action Plan setting with the objective of promoting the Council’s Building Control service against private sector competitors and maintaining its commercial viability.
4. / To investigate enforcement cases, prepare prosecution evidence and appear as an expert witness for the Council in the Magistrates’ Court as required.
5. / To provide pre-application advice on major and/or technically demanding development proposals, including acting as lead officer co-ordinating the views of all relevant parties, and respond to general enquiries from all stakeholders of the service.
6. / To assist the Head of Planning and Regeneration with the planning and delivery of housing and employment growth through the development plan process and the corporate project team approach to sustainable urban extensions, strategic growth developments and other major development projects and to liaise and carry out joint working with other Council services on one-stop-shop and cross cutting issues.
7. / To maintain, manage and participate in prompt investigations and inspections of dangerous structures and demolitions, including providing cover out of hours as part of a rota for the organisation and supervision of emergency remedial work; the service of statutory notices and liaison with and/or provision of advice to the emergency services as appropriate.
8. / To assist in the regulation of development work to which private sector Building Control has jurisdiction.
9. / Assist the Head of Planning & Regeneration in the management of projects and the supervision of staff in undertaking complex and challenging assignments across the Council.
10 / To promote the personal development of team members by providing supervision, guidance and assistance as necessary and identifying their training and development needs to ensure they have the skills needed to achieve agreed service related and corporate objectives.
11 / Contribute to the continuous improvement in the delivery of customer satisfaction ensuring all work is carried out to meet agreed expectations for customer service and defined performance indicators
Special Factors
This job is designed primarily to lead the Building Control Team. However, the Service is committed to the development of a flexible staff structure equipped with the broad range of skills and abilities required to ensure the attainment and maintenance of high standards of service delivery in all aspects of the Planning and Regeneration Service. Accordingly the post may be seconded to assist other functions within the Service subject to overall demands placed upon it.
