Regular Called Meeting

November 13, 2012

Judge Carloftis called the meeting to order with the following present: Squire Burdette, Squire Adams, Squire Allen, Squire Denny and Squire McKinney. Also present, were County Attorney, Billy Reynolds, County Treasurer Joseph Clontz, and Fiscal Court Clerk, Patricia Martin.

MINUTES OF OCTOBER 3, 2012 Motion was made by Squire Burdette, seconded by Squire Adams, with all voting aye to approve the minutes as read.

MINUTES OF OCTOBER 9, 2012 Motion was made by Squire Burdette, seconded by Squire Allen, with all voting aye to approve the minutes as read.

MINUTES OF OCTOBER 16, 2012 Motion was made by Squire Allen, seconded by Squire Burdette, with all voting aye to approve the minutes as read.

CLIMAX FIRE DEPARTMENT LAND James Ballinger and several members of the new Climax Fire Department was at the Fiscal court meeting to ask the court to reconsider purchasing the land owned by Sam Mullins. Mr. Ballinger said they had looked at several pieces of property and this one was the best location for the department. Motion was made by Squire Burdette, seconded by Squire Allen, with all voting aye to purchase the land owned by Sam Mullins. The purchase price will be $10,000.00 for .9 acre and additional $5,000.00 for .5 acre for the road that leads to the State Highway 1912.

Motion was made by Squire Burdette, seconded by Squire Adams, with all voting aye to have the land surveyed.

OPENING OF BIDS – LIVINGSTON FIRE DEPARTMENT – HVAC The following bids were received for the Livingston Fire Department Heating and Air work. No Action.

  1. Central KY HVAC & Electric – Copper Creek - $14,900.00
  2. Hooker HVAC – London - $12,500.00
  3. Complete Home Comfort – Mt. Vernon - $18,000.00
  4. Winstead’s Heating & Air – Mt. Vernon – $12,450.00

ROCKCASTLE COUNTY INDUSTRAIL AUTHORITY PROGRAM SUPPORT Motion was made by Squire Allen, seconded by Squire Burdette, with all voting aye to pay Rockcastle County Industrial Authority $14,567.71 program support.

BRODHEAD GRANTS Motion was made by Squire Adams, seconded by Squire Allen, with all voting aye to give City of Brodhead $20,000.00. The County will be reimbursed after the city receives their grant money.

ROCKCASTLE COUNTY DEVELOPMENT BOARD PROGRAM SUPPORT Motion was made by Squire Allen, seconded by Squire Burdette, with all voting aye to pay Rockcastle County Development Board $1,439.61.

FERRELL GAS AGREEMENT Motion was made by Squire McKinney, seconded by Squire Allen, with all voting aye to sign an agreement with Ferrell Gas to purchase up to 10,000 gallons at a set price of $1.949 per gallon.

BOARD OF ASSESSMENT APPEALS Motion was made by Squire McKinney, seconded by Squire Adams, with all voting aye to pay the following people $100.00 for Board of Assessment.

BOARD OF ELECTIONSMotion was made by Squire McKinney, seconded by Squire Burdette, with all voting aye to pay the following $400.00 for Board of Elections.

SOLID WASTE REPORTS Motion was made by Squire Adams, seconded by Squire Allen, with all voting aye to approve the reports as presented.

SOLID WASTE COORDINATOR – SWACK MEETING Motion was made by Squire Burdette, seconded by Squire Adams, with all voting aye to approve James Renner, Solid Waste Coordinator to attend the annual SWACK meeting in Bowling Green. The cost of the room will be $190.46.

KENTUCKY TRANSPORTATION TRANSPORTER LICENSE RENEWAL Motion was made by Squire McKinney, seconded by Squire Burdette, with all voting aye to pay $40.00 for Transporter license renewal for the county.

QUAIL COMMUNITY PARK REPORT Motion was made by Squire McKinney, seconded by Squire Burdette, with all voting aye to approve the report as presented.

CLAIM – CUMBERLAND RIVER REGIONAL MENTAL HEALTH Motion was made by Squire McKinney, seconded by Squire Allen, with all voting aye to pay Cumberland River Regional Mental Health $900.00 for evaluations of the indigent.

CLAIM – ALISON D. HUNLEY Motion was made by Squire McKinney, seconded by Squire Allen, with all voting aye to pay Alison D. Hunley $500.00 for defense of the indigent.

CLAIM – BOBBY AMBURGEY Motion was made by Squire Allen, seconded by Squire Adams, with all voting aye to pay Bobby Amburgey $250.00 for defense of the indigent.

CLAIM – LYNN TATUM Motion was made by Squire Allen, seconded by Squire Burdette, with all voting aye to reimburse Lynn Tatum $50.36 for Christmas decorations.

HUNTERS RIDGE EASEMENT Motion was made by Squire McKinney, seconded by Squire Denny, with all voting aye to accept Hunters Ridge into the county road system.

ROCKCASTLE COUNTY CLERK AUDIT ENDING DECEMBER 2011 Motion was made by Squire Burdette, seconded by Squire Denny, with all voting aye to accept the Rockcastle County Clerk’s 2011 audit.

ROCKCASTLE COUNTY CLERK FEE AUDIT Motion was made by Squire Burdette, seconded by Squire McKinney, with all voting aye to pay $10,313.40 to Auditor of Public Accounts, Adam H. Edelenfor Rockcastle County Clerk Fee audit.

ROCKCASTLE COUNTY AMBULANCE GRANT APPLICATION Motion was made by Squire Adams, seconded by Judge Carloftis, with all voting aye to sign the grant application for Rockcastle County Ambulance.

CLAIM – MATT NORTHERN Motion was made by Squire McKinney, seconded by Squire Adams, with all voting aye to pay Matt Northern $480.00 for bush hogging at the Industrial Park.

ARAMARK CONTRACT Motion was made by Squire McKinney, seconded by Squire Adams, with all voting aye to sign contract with Aramark for the county’s uniforms.

SINGLETON & ASSOCIATES, INC. Motion was made by Squire McKinney, seconded by Squire Denny, with all voting aye to pay Singleton & Associates, Inc. $2,995.97 for the Treasurers bond.

KACO WORKERS COMPENSATION FUND PAYROLL AUDIT Motion was made by Squire McKinney, seconded by Squire Allen, with all voting aye to pay KACo Workers Compensation $5,536.00 for the payroll audit.

PLAYGROUND EQUIPMENT/PARKING/CAMPSITES – LIVINGSTONInformation Only

CASS BRIDGESquire Adams asked the court about Cass Bridge. He said the bridge was in bad need of being repaired. The county received a quote from Kevin Hopkins of Lincoln County in the amount of $19,500.00 to put a new deck and wing walls on the bridge. Judge Carloftis told the Fiscal Court that he would contact the Kentucky Transportation Cabinet and see if it qualified for the bridge replacement program with the state paying 80% and the county 20%.

1ST QUARTER FINANCIAL REPORT Motion was made by Squire McKinney, seconded by Squire Adams, with all voting aye to approve the 1st quarter financial report as presented.

MONTHLY FINANCIAL REPORT Motion was made by Squire Allen, seconded by Squire Burdette, with all voting aye to approve the report as presented.

AMENDMENT #2 Motion was made by Squire McKinney, seconded by Squire Adams, with all voting aye to approve the first reading of Amendment #2.

CLAIMS – ALL FUNDS Motion was made by Squire McKinney, seconded by Squire Burdette, with all voting aye to approve the claims as presented.

TRANSFERS – INTER Motion was made by Squire Allen, seconded by Squire Burdette, with all voting aye to approve transferring $50,000.00 from General Fund to the Jail Fund.

TRANSFERS – INTRA Motion was made by Squire Adams, seconded by Squire McKinney, with all voting aye to approve the Intra funds as presented (transfers within each fund). (See Attached)
