Grant Requests

Program – Midnight Masquerade

Goal: General frivolity of course! We want to bring on-campus residents closer together for an end of the year celebration so that we can end the year on as good of a note as we began it.

Expected Attendance: 500

Expected Cost: $1800

Program – ConnorStock

Goal: Our goal is to provide a fun, stress-free event to UNC students through this traditional event, especially important before the winding down of classes and beginning of final exams. We also want to provide student musicians the opportunity to perform in front of fellow students in a non-competitive environment. Similar to previous years, we are also planning to add a philanthropic aspect to the event.

Expected Attendance: 1200

Expected Cost: $6,850

Old Business

·  Constitutional and Bylaw Changes

o  Amendment Proposal A:

§  Manning East moves to bring Proposal A to the floor

·  Seconded by Odum Village

§  OCUQ:

·  Amendment is well intentioned but unecessary

·  Jobs are similar to a Green Games Coordinator

·  Sustainability is still in mind with cogo’s that don’t have Sustainability Officers or Green Games Coordinator

·  Adding this position would add stress to the governments that are traditionally small

·  Promote sustainabilty without the position

§  Manning East:

·  Should be passed for the potential benefits

·  We promoted sustainabilty this year, but cannot depend on future governments to do the same

·  To install this value of RHA, it would be beneficial to have an officer

§  Carmichael:

·  We are moving towards a greener environment

·  All community governments having an officer would be beneficial to planning sustainability events

·  Residents appreciate that community governments do recycling

§  OCUQ:

·  While it is great that we have residents who want recycling and want composting, it may not be necessary to have this officer

·  On the point of not counting on future community governments being as sustainable as this year – We are generally moving towards a more sustainable future

§  Ram Village:

·  Making this an executive position is symbolism of ensuring that sustainability is looked after

·  Executive board is more likely to complete their tasks and therefore having this position will ensure having more planned programs

·  Offered Green Games position and was turned down, the title has a lot of power behind it

§  Manning East:

·  Recycling Drives done weekly in Manning East

o  Residents appreciated the drives and so did the community governement members

·  Delegation to this position would be more beneficial

·  Took a while to jumpstart sustainability events without having an executive position

§  Parker:

·  Agree with Manning East

·  Can work together and collaborate to ensure that sustainable efforts go through

·  Size is an argument that cannot be won

§  President:

·  Green Games officer do not complete the same tasks that Sustainable officers do

·  Much more emphasis on sustainable efforts this year than past years

o  Yes, the job does get done but some community governments do not reach the same level of sustainability initiatives

·  Position is about streamlining the process with composting and Tar Heel bikes

§  Carmichael:

·  lot more would be done through having an executive position for the sustainability officer

§  Odum Village: Point of Inquiry:

·  What are the repercussions for not having this position?

o  President: You would open up the application again and you would eventually find someone interested in it

§  Manning West:

·  Fear of not being able to fill in a position should not stop us from offering the position

·  It’s better to have another source to be able to delegate sustainable tasks to this officer

·  Currently, the cEO works as a double as the sustainable officer and is much more difficult to handle both than to be able to delegate separately

§  Ehringhaus:

·  Add to Manning West’s statement

·  Making it mandatory is a constant reminder that events must be sustainable

§  Carmichael calls to question, seconded by Manning East

·  12-3-0, Amendment A passes

§  OCUQ:

·  Priority to advertise for these positions for next year

o  Amendment Proposal B:

§  NCC: We can’t discuss this because not everyone is here

·  President: We can discuss this, and, we can vote on it today

o  Special Election – that goes to the residents and they can vote to attach this to the RHA constitution for next year

§  Manning East moves to follow the ¾ members present under Article X of the RHA Constitution

·  Seconded by OCUQ

·  Granville: Didn’t we vote last time to have full members present?

·  Ram Village: call to question, seconded by OCUQ

o  13-0-2, passes

§  Odum Village: move to bring Amendment B to the floor

·  Seconded by Connor

·  Both A and B go hand-in-hand

§  Ram Village calls to question

·  Manning East seconds - withdrawn

·  External Affairs Officer: The last time RHA Executive Board was changed, was a long time ago

§  Odum Village:

·  Feel that it is necessary for someone to advise the position on the community level

§  Craige:

·  Support the amendment

·  Compared to other schools, the composition of other executive boards are smaller than ours

·  This officer does significantly expand RHA’s capacity in the field of sustainability

§  Ram Village:

·  Support this because the current executive board does not have a matching advisor to advise the sustainabilty officer at the community level

§  Parker:

·  The whole point of this becoming an executive position was to make it official

·  Necessary to have a 1:1 with the community sustainability officer by an executive officer that corresponds to it

§  OCUQ:

·  Duties and powers could be delegated to the Internal Affairs or External Affairs Officer

·  Could one of the officers on executive board that does not currently advise anyone fulfill this role?

·  President: The NCC is a larger representative of RHA for conferences and bids and with the Recognition Committee

§  Manning East:

·  NCC meeting with Sustainability Officers does not match the same skill sets

·  Support the amendment

·  Consider: the stipends of the officers might be changing

§  Odum Village:

·  Point of clarification: Would the stipends decrease for officers?

o  Do not agree with lowering the stipend because the Executive Officers put in a lot of work

o  Keep in mind that there are two options for the stipends.

§  Manning East:

·  Point of information:

o  Either add $800 to stipends or reduce stipends

§  Connor:

·  Just because other schools don’t have this position doesn’t mean we should stop from passing this amendment

§  Parker:

·  If we did not have an RHA executive board position it would defeat the purpose of the last amendment

·  Would be a long lasting message to have a sustainability officer on both levels

·  Wouldn’t not be effective to add this responsibility to the current Executive board

§  Granville Towers:

·  Makes sense to create another position to match the community level

§  Odum Village: Point of Clarification

·  Can we amend the amendments?

§  Ram Village:

·  Very good solution to having an advisor for the community officers

§  Manning West:

·  Point of Clarification: Why DSP and not Sustainability Officer?

o  President: Having a larger scope to a new executive member is more beneficial for the next few years in case that comes up

§  Manning East:

·  Point of Clarification:

o  If a president refused the stipend, would that have to be constitutional?

§  President: Refusal is not a constitutional issue

§  Craige:

·  On the note of other projects:

o  Structural Grant that we are currently working on
