Q1. Is there any geographical restriction on where the animation firm must be based?

A1. No. The firm can be based anywhere. No face to face meetings will be required. Meetings will be held over skype or conference call.

Q2. Our understanding of the scope of work is as follows. We would like to know if there is any gap or mismatch from what you have in mind:

a)The character illustrations and dialogues will be sent by theproduction company.

b)The animation firm will - create the storyboard, create the animation and finally integrate it with the video.

c)The dialogue recording will be done by the local production company and the integration will be done by the animator.

d)The animator will also source the relevant music, if any, required for the animation from sources such as creative commons.

e)There will be two deliverables:

  • an engaging animation short with the three characters for 1.5 minutes
  • three segments of animated text overlaid on footage and given in a transparent background.

b)The animation firm will create the storyboard and the animation. The animation will then be sent to the local videographer for integration into the final video.

c)The dialogue will be recorded by the local videographer. The local company will send the recording to the animators and the animator will integrate the recording with the animation.

Q3. We would like to know if the mobile payment film is the only film that is being taken forward or if it is a part of a larger video production initiative of mSTAR's communication plan.

A3. This is currently the only film being planned.

Q4. Apart from the necessary organizational details and work samples, is there any proof of concept that is required at the proposal stage or should the vendor present samples like custom made illustrations of Liberian attire, environments, cities as reference specific to this project?

A4. All that is necessary are organization details and work samples. Doing extra work to showcase understanding of Liberian culture would be appreciated. The illustration and animation style should be based on the illustrations shown below in Annex A.

Q5. Is there any particular illustration or animation style that you have in mind or can the Animator suggest the best suited style in the context. (For example - stop motion)

A5. The illustration and animation style should be based off the illustrations already created, shown below in Annex A.

Q6. Can you provide more information about what you would like to see in an "Illustrative Quote"?

A6. We would like to see price and specifications for completing each of the deliverables.

Q7. There are many animation styles/character styles that could work for a project like this. Are you open to seeing multiple styles at different budget levels and then choosing the style that you like best? Or would you prefer us to put forward a single style in this proposal?

A7. Yes, we are open to seeing multiple styles at different budget levels. The budget range is $4,500 - $7,500.

Q8. How many hours do you envision we will need to coordinate with the Liberian production company? From the RFQ, it seems that we will require at least 20 hours of communication (phone, Skype, email) to ensure all files are transferred in the format required

A8. We do not anticipate coordination requiring more than 10 hours of time.

Q9. How do you plan on using this video file once it is complete? Would you like the final delivery of the animated video to be on a public site such as Vimeo or Youtube, to be uploaded so it can be viewed from web browser, or provided in a video format?

A9. The animator is providing the animation to the local videographer, who will integrate the animation into the final video. The animator and the local videographer will coordinate on file type and delivery.

Q10. Do you have a link or example of the final type of animation you are looking for? There are various types of animation - i.e. simple animation with a solid background and moving characters or a type of animation that is more involved with movement and features.

A10. The budget for the animation is between $4,500 and $7,500. We are looking for the best quality of animation within that range.

Q11. Are you open to vendors suggesting other features that can be embedded into the video and would enhance the animation?

A11. We are open to other features as long as it fits within our budget range of $4,500 to $7,500.
