Property owner to the Southwest of the parcel at 14350 Holmes Road was not notified. Please resubmit the entire file with both of these adjacent property owners included.

Engineering has provided comments on the site plan and the letter of intent. The project manager will up load those documents with comments. Done!
MOUNTAIN VIEW ELECTRIC ASSOCIATION INC
This area is within MVEA certificated service area. MVEA will continue to serve this area according to our extension policy. Information concerning any upgrades or cost to relocated facilities, if needed, under MVEA line extension policy can be obtained by contacting the Engineering Department of MVEA.
MVEA has no objection to the Board of Adjustment for Reigning Hope BOA.

The Black Forest Land Use Committee recommends approval of this Board of Adjustment action.
PIKES PEAK REGIONAL BUILDING DEPARTMENT
The riding arena will be assigned a separate address then the home. Will the Workshop be used for the occupational therapy business? If so, another address will be assigned to the workshop. Please clarify so that all addressing can be assigned. Contact this office. Amy Vanderbeek Floodplain has no comments.
Contacted Amy through email and she said we will need addresses on workshop and indoor arena when complete.
ELPASO COUNTY HEALTH DEPARTMENT
Please accept the following comments from El Paso County Public Health regarding the project referenced above:
- El Paso County Public Health on-site wastewater treatment system (OWTS) records indicate there is one permitted and approved OWTS on the property. The OWTS was installed in 1974 with an addition to the soil treatment area installed in 2002. No record of an OWTS for the barn could be found on file. Please provide any permits or documentation regarding the barn OWTS to our office regarding this OWTS.
- Components of the two OWTS’s and a secondary soil treatment area for each OWTS are required to be protected from compaction by vehicular traffic and livestock. Fencing and/or landscaping are examples of soil treatment area protectionmethods.
- Horse waste must be managed to help reduce the potential for rodents, insects, and nuisanceodors.
Spoke with Mike we have provided him with answers and commented he would shoot Len an email telling them he is satisfied with response.

Comments received from any of the above non-responding agencies following the issuance of this letter will be forwarded to the applicant/applicant’srepresentative and will be added to the end of this letter for record keeping purposes.
Due to the number of comments and necessary revisions to the plan(s) an additional detailed review will be necessary. Please address the comments as listed above. A detailed letter needs to accompany the revisions to allow for an expeditious re-review timeframe. The letter shouldinclude each comment listed above and, immediately thereafter, include a response from the applicant addressing the comment.
If any review agency has an issue that needs resolution or requires a revision, you will need to provide the necessary documents, drawings, etc., to the Planning and Community Development Departmentin the form of a resubmittal. The Planning and Community Development Department will then forward the resubmitted items directly to the appropriate review agency. If you have any questions pertaining to specific agency comments please contact the appropriate agency directly.
PLEASE NOTE: The application cannot be scheduled for public hearing until and unless a final response has been received by Planning and Community Development from those agencies that are required (pursuant to state statute and the El Paso County Land Development Code) to provide such response (i.e.- State Engineer’s Office, County Attorney’s Office, County Health Department, etc).
In order to be considered for the Planning Commission hearing, all outstanding issues must be resolved no later than. In order to give the reviewers time to confirm that those outstanding issues have been resolved, revisions need to be submitted by. When all the comments have been addressed and corrections made please submit the required documents as requested on the attached resubmittal matrix.
