Dismantling, Relocation, transporting and testing of items of TM/VRC nodes

1.0INTRODUCTION

ISRO has established more than 480 Village Resource Centre (VRC) nodes across India under VRC project. VRC Hub along with Learning Management Server (LMS) is located in the premise of ISTRAC, Bengaluru. VRC node is a two-way audio/video interactive VSAT terminal with peripherals like Multi-Media (Mm) PC with Osprey card, ECG machine, PTZ camera with videoconferencing software with dongle, audio systems with speakers and UPS with 4 Hrs backup.

ISRO also has a Telemedicine network in which Telemedicine (TM) nodes are established across the country providing quality health care services to needy people of rural/tribal areas. In this network few TM nodes are non-operational. TM nodes are basically 02 types; Doctor end and Patient end. Patient end nodes also have diagnostic equipment along with the TM peripherals.

It is proposed to dismantle/relocate around 100 VRC/TM nodes in slabs. This RFP covers the scope of work, terms and conditions for relocating and dismantling of the items,transporting and functional testing of each item in the network by deploying onetest nodes at DECU/ISRO Ahmedabad. It may be required to relocate few nodes to new locations (as per the need/requirement and same will be informed at the time of placing the order or during currency of the order.

2.0Scope of work:

2.1 / Vendor shall execute the work on turnkey basis.
Vendor shall dismantle the VRC Nodes and TM nodes and shall arrange packing and dispatch/transportation of the dismantled Nodes to DECU/ISRO, Ahmedabad or to relocate and install & maintain the same at new identified TM locations (details of TM locations are given in Annexure)
Vendors shall carryout all functional tests of TM Nodes either at DECU Ahmedabad or at new TM node. / Site details with address and contact details will be provided at the time of placing of P.O.
2.2 / Vendor shall dismantle & relocate appx. 100 Nos. of VRC/TM nodes within one year from date of acceptance of purchase order. Vendor shall quote in the slabs of 1-25, 26-50, 51-75, 76-100 nodes. Appropriate slab will be selected at the time of placing the P.O.
2.3 / In case node is to be relocated & install at new TM site;
1. vendor shall also supply other items like MM PC, webcam, UPS, IFL cables, etc. and integrate them with the recovered items.
2. Incase antenna system is to be installed at ground at new location, vendor shall also carryout necessary civil works, electrical works, installation of lightening arresters etc.
3. Vendor shall also test the node in network after I&C
2.4.0 / Work to be carried out to execute the above activities:
2.4.1 / Dismantling/relocating/installing of the items, which include VSAT systems and VRC or TM peripherals. List of items is as per table 1 to 4 of Annexure – I / Vendor shall submit a report in this regard as per Annexure – II to DECU, ISRO Ahmedabad. The report shall be countersigned/ approved by VRC/TM node in-charge.
2.4.2 / Vendor shall prepare detailed list of items of each dismantled VRC or TM node. Vendor is to check the physical status of each item. A report in this regard shall be submitted to VRC/TM Node in-charge. / During physical check of items, vendor should indicate the availability and physical conditions of each item.
2.4.3 / Vendor shall ensure proper packaging of the item for transportation.
Vendor shall take the transit insurance in favour of Director, DECU for the items dispatched from VRC or TM site to DECU/ISRO Ahmedabad or new TM location.
2.4.4 / In case of relocation of TM/VRC node, after I&C of systems at new location, vendor is to show the two-way audio/video/data connectivity by having connectivity with DECU monitoring center or TM hub at ISTRAC, Bengaluru.
2.4.5 / During I&C of node (in case of relocation), vendor to provide the operational training to the identified person at each node.
2.4.6 / Vendor to submit the I&C certificate (clearly mentioning the training provided) duly signed by user and vendor to DECU-ISRO Ahmedabad. The format of I&C certificate is given in Annexure-IV
2.4.7 / Functional check of the items brought to DECU/ISRO Ahmedabad. Following broad activities to be carried out:
  • Online functional check of each VRC/TM node items/systems using test node.
  • Prepare a detailed report on operational status of these items.
  • For functional testing of items at DECU/ISRO Ahmedabad. vendor has to deploy a VSAT node/terminal to functional check all the items.
  • The test node is to be configured with national TM hub at ISTRAC.

2.4.8 / After testing the items of each VRC and TM node, vendor shall handover items to identified person of DECU/ISRO Ahmedabad.(as per Annexure - III) /

Vendor will submit a duly signed report as per Annexure – III to DECU, ISRO Ahmedabad

2.4.9 / Vendor shall transport the items, which are physically OK and not damaged. However, LNBC, BUC, RCST and feed have to be shifted even if damaged. There are two options for each VRC or TM nodes;
Option-I: Along with the antenna system
Option-II: Without antenna system. The list of items as per options is mentioned in tables 1 to 4 of Annexure-I /

Damaged items, wooden cabinet, batteries etc. are not be shifted.

2.4.10 / While dismantling the VRC or TM node, indicate the items which are missing and report should be duly signed by the site in-charge on the list of item received. /

Ask user about the non-availability of items and write the reason in the report

2.4.11 / Vendor shall quote for all the items mentioned in the Annexure-V. These items may be required to replace the defective and obsolete items of the node, if the node is to be relocated and re-commissioned at new TM sites

3.0Terms and conditions:

2 / Vendor to submit the price bid quotation as per the Annexure-V and VI. Vendor should submit the detailed breakup of the quotes as per the activity.
3 / Vendor shall be required tosubmit the bids for all the 04 options as given in the Annexure-Ifor dismantling and relocation & re-commissioning.
4 / The validity of the quote should beminimum 120 days from the date of submission.
5 / Time Schedule:
Vendor is to complete the work within one year from the date of acceptance of purchase order.
6 / Vendor should have minimum 2-year experience in the relevant field (Satcom). Vendor shall be required to submit required document as a proof like PO copy, company registration certificate, etc.
7 / Vendor shall be required toexecute the work as per scope of work of RFP through well trained and qualified persons.(details/bio-data of such persons shall be submitted to DECU)
8 / Vendor is to coordinate with site in-charge/focal person of each node before scheduling the site visit.
9 / In case of relocation of site, the new address/site location will be provided to the vendor any time during the currency of the contract.
10 / After confirming and scheduling the visit, if vendor found that activity could not be completed due to site is closed/ site in-charge/focal person is not available then vendor may be paid the visit charges after submission as part of site visit proof. / Vendor is to provide the photograph of site visit, if not signature of competent authority at site.
11 / DECU/ISRO may ask the vendor to re-visit the site depending upon requirement. Vendor can re-visit any VRC or TM site only after DECU permission. / Vendor may be paid the re-visit charges, if revisit is done after DECU permission.
12 / Vendor is to confirm the compliance to all the Para/points/clauses of the RFP along with the supported documents. / Any non-compliance/deviations may not be considered.
13 / Vendor shall attend pre-bid meeting if called upon by DECU/ISRO. Vendor also could request for a pre-bid meeting.
14 / Vendor shall be required to discuss and coordinate with DECU/ ISRO, before scheduling the activities as per the scope of work of RFP.
15 / Vendor to submit the activity plan (like time schedule, trained manpower) for executing the P.O. in the quotation submitted.
16 / In case relocation of site, vendor is to coordinate with the user regarding site readiness and suitability of the site in terms of site line of sight clearance with GSAT-12 satellite.
17 / Vendor is to coordinate with the focal person of new relocated TM node for getting Road permit/way bills for transportation of the items. In case recovered items are transported toDECU, ISRO Ahmedabad. Vendor may contact DECU/ISRO for getting road permit or to whom so ever concern certificate, if required to
18 / Vendor to quote separately for;
  1. Accessible sites.
  2. In-accessible areas
  3. Island sites
/ 1.Sites in North east region, J&K are to be accounted in accessible
2.Sites in A&N and Lakshadweep Islands are to be accounted in Island
3.Rest all the sites will be accounted under accessible sites
Vendor has to arrange its own tools and test equipment for testing all the systems/items.
20 / Vendor has to make its own arrangements for lodging, boarding and travel during these activities
21 / Charges for transportation (by road) of items will be paid to vendor as per actual on productions of original receipt and challan. The transportation expense should be reasonable and in line with the market rates and trends. DECU/ISRO may not pay if these are found unreasonable and exorbitant.
22 / In the event of the damages to ISRO/User property or any injury personnel of ISRO/vendor due to the negligence of vendor’s employee, the responsibility shall be solely rest on vendor.
23 / DECU-ISRO shall not be responsible for the any injury or loss of life of your personnel at the time of performance of contract, due to natural calamities/accident/explosion, if any.
24 / Utmost care should be taken by service personnel while carrying out of the job and ensure the safety of neighboring instrument/ item or whatsoever
25 / LD Clause:
LD charges shall be applicable if vendor is not able to completed the work within one year from the date of acceptance of the order. The charges are;
  1. 0.5% of order value, if is delay is 1 to 2 week
  2. 2.5 % of order value, if is delay is 2 to 4 week
  3. 5.0% of order value, if is delay is more than 4 week

26 / Security Deposit:
Vendor shall be required to deposit “ security deposit” equivalent to 10% of order value till the work is completed.
27 / Performance Bank Guarantee:
Vendor shall submit the 10% PBG equivalent to material supplied at the relocated sites for the period of one year.
25 / Payment Terms & Conditions:
Payment will be done on pro-rata basis within 30 days after submission of bills for the completed sites (minimum 25 sites in case of dismantling and relocation of minimum 5 sites and as per the terms & conditions of P.O.)
Vendor is to submit the invoice along with functional test report of items and duly signed by VRC and TM node in-charge to identified person of DECU-ISRO. After due verifications, the certificates & invoices will be submitted to Account Officer (Bills), SAC Ahmedabad, duly certified for payment, for initiating the payment
25 / Vendor shall be required to adhere the government rules in providing minimum wages paid the workers
26 / Secrecy:
All the information related to this order shall be treated as “SECRET” by Vendor and the contents of the specifications, drawings, process sheets or any other documents shall not be divulged/disclosed or shared with any vendor without the written authorization by User agency.
