Report on Lecture Meeting on “SCADA & EMS of U.P.State Grid”

A Lecture Meeting was organized by the U.P.State Centre of the Institution of Engineers (India) on 17th March 2013 at U.P.State Centre, Lucknow. Er. Praveen Malhotra, Ex-Chief Engineer (Communication & Control), UP Power Transmission Corporation delivered a talk on “SCADA & EMS of U.P.State Grid”.

In his presentation he told about salient features of the current SCADA & EMS system, which was installed in year 2001-02. This equipment has served its purpose for grid management and is due for replacement. Instances of grid failure had stopped after installation of this system. After grid failure of January 2001, next 2 instances of grid failure occurred in July 2012. For formation of a National Grid, fast changes have taken place in the grid management and grid discipline in last decade. Birth of Grid Code, frequency based tariff (FBT), open-access system, etc, took place after installation of this equipment. Due to this, current hardware & software, based upon the technology as was available in the late ninety’s, are not fully adequate for current situation.

Er. Praveen Malhotra also told about the philosophy of the new SCADA & EMS system, being arranged through PGCIL, for various Load Dispatch Centres of the State. New system will have features of expandability, compatibility with new rules & measures for grid management, Real-time information of load being drawn from grid substations by respective Division, etc. The new system will have equipment for two SLDCs (State Load Dispatch Centre) i.e. Main and Back-up. In the event of any eventuality (earthquake, fire, flood, terrorism, etc) in the SLDC (Main), SLDC (Back-up) will immediately will take-over control. Equipment of SLDC (Back-up) will be installed in the sub LDC building of Modipuram (Meerut). Equipment meant for SLDC (Main) is proposed to be installed in a new building (Gomti Nagar, Lucknow) instead of at Shakti Bhawan. Advanced equipment of Siemens make is likely to be delivered during third quarter of 2013 and commissioning is scheduled for December 2013. Er. Praveen Malhotra apprehends slippage, of about 6 months, as building work at site is yet to start.
