Treasurer-Elect Report (Adrienne Burton)

  • $16K in B of A
  • Some of you are waiting on reimbursement, checks should be out by Friday
  • Working on reconciling with Dennis

CSAC Update: Bryan Dickason – (see attached report) highlights below

  • Recently CSAC did an in person training on Dream Act for Los Rios, Sierra College attended
  • Some schools have been advising DACA students to complete the FAFSA
  • It went great
  • Want to do more of them
  • Looking for host schools
  • 37K Dream Act Applications since 1/1/14 vs 33K for 13/14
  • Still concerns around the take rate for Cal Grants
  • Sending out messages encouraging students to accept award 294K messages sent (including multiple messages
  • 90% paid rate for competitive Cal Grant
  • Cannot possibly achieve 100% take rate (some students won't go to school, etc)
  • CSAC won't tell the schools that they are not meeting take rate standards
  • Will offer assistance to schools with low take rates
  • Commissioners may still be upset take rates
  • Huge improvement in take rate
  • How can our segment rehab our reputation?
  • Paid rate is higher at other segments
  • No control over Commissioners impressions
  • CSAC has tried to get the Commissioners to understand that we cannot achieve 100%
  • Hearing a great deal about 22.5K competitive awards, but not about entitlements or Cal C's
  • Some schools have been singled out
  • Creating reports by school to show pay rate & reasons not paid
  • Has the effect of the small advance been researched?
  • No & no plan to increase the advance
  • CSAC has tried to explain the issue
  • Maybe a two tier advance system – CCC's which are real dollars & other schools which are really paper transactions
  • Do schools pay Cal at the same time as Pell?
  • Most don't
  • Money management
  • Some schools pay in groups, report as full-time enrollment is determined then checks are issued are adjusted
  • Idea – Use Pell files to use as a proxy to send Cal Grant dollars to colleges
  • Concerns of getting calls – why didn't you pay the students in the Pell file Cal Grant.
  • Funding stream concerns
  • A great deal of information in that file, concerns about trust due to the long term adversarial relationship.
  • Can use the same criteria as Pell – assets/income ceilings, etc?
  • Use current transactions if using a Pell file for Cal Grant
  • Limit information from COD file shared with CSAC
  • If a subsequent ISIR changes eligibility, need to change data in Webgrants
  • Do not need to change if new ISIR doesn't change eligibility
  • CSAC is requesting an upgraded system – is this hardware only?
  • No, it is a more global change
  • Inter-segmental discussion is needed to create a better system
  • Written comments from each segment is not sufficient for such a significant change
  • IPA
  • Still pending, no information on when it will be discussed again
  • Batch processing is a requirement per proposed IPA
  • Idea was to speed up processing
  • Processing Cal Grant requires so much manual work, it may slow things down to require batches
  • Batch processing would requiring programming – requires time & money
  • Insufficient notification for IPA to get input
  • Webinars were good, but one-sided
  • Rejected Dream Act Applications
  • Do not override paper BOG
  • Must correct for Cal Grant

State Issues (Linda William)

  • SB70 Webinar
  • Notification was sent out 4-5 days prior to first webinar – need more lead tim
  • Chancellor's Office is doing this reporting for CCCs using SalarySurfer data.
  • 1st SB70 report is due on December 14
  • File layout in October
  • IPA would need to be approved in September
  • Linda will attend the September 18 & 19 meeting at the CSAC office in Rancho Cordova
  • It would be more effective if multiple people bring our concerns forward.
  • Please send people from our schools/regions
  • Conference call to discuss strategy for meeting
  • Will need to put statistics from the Chancellor's Office on our websites, along with Gainful Employment
  • CCCCO will work with Feds to see exactly what needs to be provided
  • Two sets of data may need to be on our websites

Federal Issues (Mike Dear)

  • HR 4983 Streamlining College Costs
  • HR 4984 Increased Financial Aid Counseling
  • For all Financial Aid Recipients
  • Reprocessing 165K new ISIRS, which will increase eligibility
  • 4.66% Interest rate for undergraduate loans, 3.86%, 6.41% Grad Plus, 7.21% Parent Plus
  • NPRM Has been issued to amend the Cleary Act for Violence Against Women Act
  • Regulations go into effect 11/1, but good faith reporting due 10/1
  • 2015/2016 Verification is the same as 2014/2015
  • State Authorization thing has been delayed

Fall Training (Margie Carrington)

  • Summer training couldn't happen.
  • Second week of October good time for Northern Training
  • Sierra can host on October 10
  • Requesting second site (Modesto?) for October 9th
  • The week following CCCSFAAA Board Meeting for Southern California training.
  • Ideally October 27, 28, 29
  • Saddleback? San Diego
  • Orange County notified couldn't do October 28th. Adrienne will see if OCC is still a possibility – if not Golden West can host
  • Sent out a test survey this morning to determine interest level, topics & how far we would travel
  • Once the survey has been tested, sent it directly to the FA Directors
  • This week
  • Deadline to complete next week
  • Provide feedback on survey to Margie

Bylaws – Margie Carrington

  • Didn't make changes from last meeting
  • Need to update with new election cycle
  • Will send out bylaws with track changes

Conference-Linda William

  • Monterey would be on a holiday week – February 15th
  • Not a popular choice
  • Likely in May in Asilomar first week of May
  • Requesting Jeff Baker to come at the end of the Conference & beginning of All Directors
  • All Directors at the end of the meeting
  • Nautical theme
  • Julie from the Chancellor's Office is checking out the logistics –
  • TV/Radio in your rooms
  • Rejuvenating
  • Social committee will need to define activities so people don't hide in their rooms
  • Meals are provided and will be factored into the cost of the conference.
  • Talk with the kitchen to ensure food doesn't slip into being too bland
  • If interested in serving on the Conference Committee, contact Linda
  • Regional Representatives expected to participate in the Program Committee.
  • Transition meeting in early June

CLFE – Thalassa Naylor

  • Reorganized to be one source of financial services/resources after FFEL
  • Currently offering:
  • Moderators
  • Presentations
  • Neutral Source for Financial Services
  • How can CLFE still be relevant in CCC?
  • High school outreach
  • Technology
  • Region representatives will ask for feedback to share with CLFE
  • Only California & Texas have this sort of repository of services/information.

CASFAA Liasion (Robin Darcangelo)

  • Focused on Conference in Anaheim
  • Lots of information/focus on Vets
  • Encouraging to attend the conference
  • Program looks good
  • Theme is Seasons of Change
  • Efforts are being made to get Disneyland tickets
  • Registrations/hotel reservations open
  • Elections are being extended
  • Would like to see more CCCs to become involved
  • CASFAA is being overrun by other segments
  • How did Corinthian failure affect CASFAA leadership?
  • They are teaching out
  • Very hush-hush and stressful
  • Bylaws indicate that appointees must be employed in the field.
  • CASFAA Board is not empowered to speak up.
  • All communications must be cleared by the Board
  • If Community College people get involved & this might change

  • Onceconverted, the student will appear onthe Cal Grantroster and all other records under the SSN, andthe DreamActID will become inactive.
  • Studentswill continue to beflagged on the roster as “Cal Dream Act Application” to indicate the student initially applied and was awarded under the CA Dream Application.

Students who have completed theDeferred Action for Childhood Arrivals (DACA)process and have anSSN for work purposesonly displaying"VALID FOR WORK ONLY WITH DHS AUTHORIZATION”are not eligible to complete theFAFSA.

  • 2014-15 Award Processing will begin July 21, 2014
  • Preliminary Award letters will be mailed to recipients by July 31, 2014
  • Initial Chafee Grant award payments should begin on or before July 31, 2014

ChafeeSelection Criteria

There were no changes to the selection criteria for 2014-15. The priority award process continues as follows:

  • Renewal students who have received a payment in a prior year
  • Students who are aging out of the program
  • Students with dependents
  • Students who had an unmet need of $5,000 or higher
  • Submission date of completed application

SB 70Job Placement Rate and Salary and Wage Reporting

As part of the SB 70 regulatory process, the Commission has drafted proposed regulations that were submitted to the Office of Administrative Law on June 26, 2014.The Notice of Proposed Rulemaking, the Initial Statement of Reasons and thetext of the proposed regulationsare available on the Commission’s website at: webinars were held on the proposedregulations.The public comment period for these regulations is July 11, 2014 through August 27, 2014, with a public hearing to be held at 10:30 a.m. on August 27, 2014 at the Commission headquarters in Rancho Cordova, CA.

CSAC Special AlertGSA 2014-20 dated July 11 provided information on thedraftproposed regulations.
